THE MEETING WAS CALLED TO ORDER at 10:00
o'clock A.M. and all
Members of the Board were
noted as present.
THE MINUTES of the previous Meeting were read to
the Board by the Clerk and,
upon motion, duly approved
as read.
The County Auditor presented a Claims Register
showing thereon the Claims
due and payable by the
County of Nevada. Upon
motion, the Chairman was
authorized to sign the Claims
Register thereby Ordering

Supervisor Hennessy introduced Mr. James Harding,
Manager of the Midvalley
Savings& Loan Company, as
Chairman of the ECONOMIC
SURVEY COMMITTEE, recently formed within Nevada
County.
Upon motion, the Clerk
was directed to publish the
proceedings of the Board, for
the Month of December, in
the NEVADA COUNT Y NUGGET.
The Superintendent of the
County Hospital appeared
and rendered a Report of that
Department.
The Clerk presented proposed Resolution 62-108 (A
Resolution calling for Public
Hearing to‘Amend the Zoning Ordinance). Upon motion, the Resolution was
adopted.
The Auditor rendered a
Fund BalanceReport, for the
Month of November, 1962.
Upon motion, the Report was
accepted and Ordered filed.
The Welfare Director appeared and rendered the Report of her Department for
the Month of November,
1962. Upon motion, the Report was accepted and Ordered filed.
Mr. Bishop entered into a
discussion with the Board on
the possible creation of a Fish
& Game Advisory Board ..
and suggested that one appointee be made from each
Supervisorial District. The
matter was taken under advise ment.
Upon motion, a MINUTE
ORDER was issued tothe
County Surveyor, directing
him to prepare a Legal DeScription of the property
(owned by the County) to be
occupied by the Courthouse
Annex.
The Purchasing Agent appeared with SEALEDBIDS for
Police Patrol Cars. The Bids
were opened upon Order of
the Board. After discussion,
and upon motion, Earl Covey Garage was awarded the
Bid for two (2) Police Patrol
units for a total sum of $3,

Upon motion, the Purchasing Agent was authorizedtorenew the Lease for the
quarters of the District Attorney for a one-year period.
Upon motion, the Board
adjourned for lunch toreconvene at 1:30 P.M,
AFTERNOON
SESSION
The Board reconvened at
1:30 P.M, -and it was noted
that all Members of the Board
were present,
Mr, Clare Hughes, Acting
Chairman of the Nevada
County Retirement Committee, appeared and presented
a letter requesting the Board
call an Election among the
Employees of the County to
determine whether or not the
County should enter into the
State Retirement $ ystem.
Upon motion, the Clerk was
directedtocall such an Election.
Mr. Dale Smith and Mr,
W.E. Buckner appeared and
presented Drafts of documents needed to call for
Lease Purchase Bids, The
documents were referred to
the District Attorney for his
study,
Mr. Adolph Moskovitz,

Attorney at Law, appeared
and rendered a Report on the
California-Nevada Interstate
‘Compact Negotiations and
presented the Board with proposed Resolution 62-109 (A
ResolutionRespecting the
Filing of State Water Right
Applications in the Truckee
River Basin). By unanimous
vote, the Resolution was
adopted.
Mr. Robert Fugazi, Attorney at Law, appeared with
the request that the Board
amend the Franchise awarded to Mr. Harry Stout for
Garbage Collection. After
discussion, the District Attorney ruled the matter was
beyond the jurisdiction of the
Board.
The County Road Commissioner appeared and
stated that persons in the
Rough & Ready area had requested the Road Department
to grade and gravel the road
leading into the Rough &
Ready Cemetery. It appearing tothe Board that the road
is not inthe County Road
System, the Road Commissioner was instructed tc take
the matter up with the Nevada Cemetery District Board.
The Road Commissioner
presented proposed Resolution 62-110 (A Resolution
accepting aright-of-way
Deed). By unanimous vote,
the Resolution was adopted.
Mr. Graham then rendered
a Report ona pending suit by
Placer County on a Bridge
destroyed on Bear River and
requested information as to
whether or not Nevada County planned to join with Placer
County on the prosecution of
the suit. At the request of
Supervisor Bishop, the matter was deferred until December 20, 1962.
Mr. E. O. Schugren appeared and asked the Board
toconsider realigning or removing the road, which bisects his property near Lake
Vera, toenable him to create a Water Storage Dam.
After discussion, it was
agreed to by the Board (informally) that if Mr. Schugren did construct a new road
equaltothe condition of the
roadto be abandoned and,
after the inspection of said
road by the Road Commissioner, the Board would then
accept it into the Road System.
The District Attorney presented proposed Resolution
62-111(A Resolution of Adjournment). By unanimous
vote, the Resolution was
adopted.

OF FORTUNE TELLING, It
shall be unlawful for any person to carry on within the
City of Nevada City the business, Occupation or practice
of telling fortunes, or pretending to tell fortunes, by
means of palmistry, clairvoyancy, cards, talismen,
charms, magic, numerology, necromancy, or by any
similar craft or device.
