Merchants Complain And City
Tables One Way Traffic Plan
In the face of unanimous opposition from the crowded gallery,
the Nevada City Council Monday
night tableda plan to create one
way traffic through the city's
main business section,
From all indications, the plan
will remain tabled until the
freeway is completed late in the
fall and a determination can be
made on just what the new road
into the city will do to the flow
Freeway Contractor Files Bankruptcy
Action, But Job Will Still Be Finished
Norman I, Fadel, Inc., of
Marysville, prime.contractor for
construction of the Nevada City
segment of the Grass ValleyNevada City Freeway, has filed
a bankruptcy petition in the
Federal Court in Sacramento,
In the same action filed earlier
this mont, the federal court
issued an order leaving Fadel in
possession and control of the
assets involved and stopping ;
creditors or those claiming to be
creditors from interfering with
the assets of Fadel until further
order of the court,
Initial indications are that the *
action will not affect the construction schedule for this three
forming work and other jobs which
could be accomplished during the
cold weather, but he was unable
to say this week whether any
more work would be accomplished
until spring.
At the present time the total
job is listed as 32 per cent complete. The contractor's schedule
listed the job just a bit ahead of
schedule when work was closed
and a half mile section of the § 4
freeway whichis to be completed
sometime in the late fall of 1966,
The matter of Fadel's financial §
situation came up Monday night tp
atthe meeting ofthe Nevada City jigs
Council andthe State Division of
Highways came in for some sharp
criticism fornot keeping the city
informed on the situation,
The Nugget contacted W, L.
Warren, District IIJ engineer for
the Division of Highways, Tuesday for comment on the Fadel
situation,
Warren said the bankruptcy
action was as much of a surprise
tohim as itwas to everyone else,
He said his office had been in
contact with the company bonding the local job for Fadel and it
had been his understanding that
a financial arrangement was
being worked out.
Warren pointed out that Fadel's
Title 11 bankruptcy action was a
voluntary move and does not indicate that the firm isin financial
collapse.
At the present time, work on
the freeway is just about completely shutdown for the winter,
Warren said there had been some
indication that the contractor
might do some of the bridge
down earlier this month and the
state records for the job have the
project just about on schedule,
Warren stressedthat despite the
outcome of the present bankruptcy action or any financial
moves made by Fadel, current
plans call for full resumption of
work onthe $5 million project in
the spring and completion by the
late fall,

The traffic proposal was drawn
up by Police Chief Ted Lane and
was, ashe pointed out to the
council, only a proposal, The
audience acted likethe plan had
already been adopted and registering opposition was a matter of
life and death,
The plan would create three
circles of traffic with angle
parking on the west side of Broad
Street and parallel parking on
the opposite side, The proposal
would create ome way traffic up
Commercial Street to Broad
Street and one way down Broad
Street from Cottage Street,
For the traveler coming into’
town this would create one large
circle allthe way up Commercial
Street to Broad and down Broad
to Union Alley or three smaller
circles by which traffic could
enter Broad from Pine Street,
York Street or from the top of
Broad,
Lane told the council he had
recognized the city had a parking
problem, but had been turning
tains, Water releases from the reservoir have been stopped so that the recently completed dam can
impound the mountain snow water for use in this area next summer,
Malakoff Park Fails To Get Bond Funds
The Malakoff State Historical
Park in Nevada County failed to
get the nod last week from the
State Park Commission fora
portion of some $44 million in
recreation act bond funds,
Malakoff was one of 90 projects
which were recommended for
bond fund consideration at a
recent commission meeting in
San Diego, The final choice on
those projects which would obtain
the bond monies was made at a
meeting of the Commission last
Thursday and Friday in San
Francisco,
An official of the state department of Parks and Recreation in
Sacramento explained this week
that the original $150 million
parks and recreation bond issue
was designed to fund projects for
which land and or facilities would
soon be impossible to obtain because of rising costs or because
of the encroachment of other uses
on the land,
He said that since the Malakoff
project had already been funded
with a $550,000 appropriation
by the legislature several years
ago and that initial acquisition
was under way, the Commission
did not feel the project met its
guideline of those in the status of
a critical need for bond acquisition funds, Projected use of each
of the proposed parks was also
considered,
his back on recurrent violations
such as double parking and parking in loading zones. He said
his proposal would create 19 more
parking places and existing
loading zones would be enlarged
andnew ones added to eliminate
the double parking problem,
Both Councilman Bob Paine and
Marshall Jensen expressed opposition to the plan, Paine said
the police chief should be commended for his creative thinking
in coming up with the plan, but
he did not feel it was the proper
move atthis time. He said he
did not like the angle parking
and did not like the idea of
interrupting the normal flow of
traffic in the city.
The main objections of the
businessmen present seemed to
be the fear that the plan would
create confusion and the visitor,
rather than wandering about town,
would take the first opportunity
to go somewhere else,
Paine toldthe merchants he was
somewhat. confused by their
attitude, He said they had all
been in favor of the freeway
coming through town and this
move had cost the city some 40
parking places, Now they were
opposing a plan which would add
19 parking places, but atthe same
time were suggesting the city aid
the merchants in constructing a
parking lot,
Chief Lane came in for some
jeers when he suggested his traffic
plan was being submitted to
eliminate violations which he,
in good conscience, could no
longer overlook, He said he was
a professional law officer and his
job was to enforce the law. He
could not turn his back on violations,
Eddie Furano challenged the
chief saying that the past chiefs
had all turned their backs on
violations, Lane said he could
not do that,
Paine saidthe town would have

The failure to get on the bond
fund list means only that, The
local park project is still going
ahead and was recently included
in a new program to provide immediate interim facilities at
several new state park projects,
This plan, presented by Parks
and Recreation Director Fred
Jones, is in the budget and will
get legislative consideration at
the next session,
