ee & Recreation Report — SACRAMENTO — The development plan for Point Mugu State Recreation Area to be presented at an Oxnard, toate County, meeting on Tuesday, December 15, will provide for, . intensive recreational use of the beach frontage and some of the _ uplands, but will still keep most of the 6554,.48-acre coastal mountain area as open space for enjoyment of the natural environment, according to Director William Penn Mott, Jr. of the California Department of Parks and Recreation, who will The plan will be discussed at both an afternoon (2 to 5 p.m.) and an evening (7 to 9 p.m.) session in the Oxnard Room of the Oxnard Community Center, 800 Hobson Way, ; Mott said the plan: was based on development of Point Mugu as a State Recreation Area a classification which emphasizes development for a wide range of recreational opportunities and facilities to accommodate large numbers of people, "This was what the area was originally bought for, under the 1964 State Park Bond Act,"-Mott emphasized. .Only a half dozen other major units of the State Park System are so classified, he noted. "We look on these as transitional areas, where people can enjoy recreational activities in a park-like setting. We feel this is an essential step in introducing urban people to the natural values that are the major emphasis of our State Park System as a whole, ' “In a recreation area, we make a greater attempt to meet mass recreational needs, which both lessens the pressure — for such development in our regular parks and serves as a bridge to acquaint the mass recreationist with the environmental values more specifically emphasized in units such as our more . remote redwood and desert parks." Mott said the current plan for Point Mugu calls for the ultimate investment of over $23 million in State and private -concessionaire funds in facilities to serve 3 million beach users a year, plus another million users of a multi-recreational complex largely concentrated in the upland La Jolla, Valley. The State has already invested $16,600,000 in acquiring the 6554.48 acres of beach, rugged mountains, and wooded canyons, Development will provide a wide range of recreational . opportunities, including camping, picnicking, fishing, surfing, swimming, scuba diving, dune sliding, hiking, horsebackriding, bicycling, motorcycling, target shooting, archery, and golf. But there will also be opportunity for those interested in nature study, geology, archeology, photography, painting, and just watching scenery, Mott said. : Several valuable archaelogical sites have been identified by the Department's archeologists, and these will be carefully marked and preserved and appropriate interpretive displays provided, Mott said. Areas of special ecological interest will also be identified and preserved and given interpretive treatment. Initial permanent development will be largely in the upland area, Mott said. Temporary facilities will be developed to accommodate public use of the beaches, but permanent facilities must wait until construction of the proposed new freeway, still several years in the future.
