C. -na statement filed in his behalf, California Congressman Harold T. (Bizz) Johnson charges that federal highway officials are in no position t properly determine what is best for local communities in highway relocations, "I completely disagreewith the ~ concept," Congressman Johnson told the Federal Highway Administration, "that the Federal Highway Administrator in Washington, D. C., can better represent the local people than their legally elected legislative 2 Congressman Johnson, a former mayor of the City of Roseville and California state senator, contended that the proposed federal regulations relating to location and design approval of federal-aid highways must "have been formulated in a vacuum." He contended that the federal agencies had failed to take advantage of prodedures developed by -various states through years of constructive effort and practical experience, : "As a case in point, California has long recognized the desirability of establishing procedures to insure) maximum community involvement in the decisiion making process," said Congressman Johnson. "As aresult of more than 20 years of development, the State of California now operates under a mature and sophisticated procedure that assures full and maximum constructive community — involvement in the total highway planning process," Following the extensive route adoption procedure for freeway locations in Californais, written freeway agreements are entered into with the local governmental body involved. Execution of the freeway agreement by the local agency is authorized by their respective jurisdictions at open public meetings in every case. "I believe there is no better assurance that highway design ' reflects local desires than by execution of a formal freeway agreement with each affected local agency," Congressman Johnson declared. “The proposed regulations — contain many ambiguities and untried procedures which could greatly stall the Federal Highway Program. They effectively nullify the traditional home rule concept," Congressman Johnson charged. Two dope sentences Narcotics matters concerning persons arrested in the county's massive October dope raid occupied the time of two courts Friday afternoon. Dianne Patterson (also known as Gypsy) 22, was sentenced to 180 days in the county jail after a Nevada Justice Court jury conviction of being in a place where marijuana was used. Judge Verle Gray ordered that credit be given for time served, and that after serving a total of 90 days Miss Patterson be returned to the court for a review of the sentence. He indicated if her behavior is satisfactory in jail a reduction in the sentence is possible, Before passing sentence, the judge warned that spectators displaying emotion would be ~ ejected from the courtroom. Public Defender William Hager said Miss Patterson's record showed that other involvements with the law had resulted only in fines. He sought 2 fine and probation for the narcotics offense. He said Miss Patterson was gainfully employed as a "go-go" dancer in a Fairfield night club.
Asst. Dist. Atty. Ronald MacMillen agreed with the probation department's recommendation that some punitive measure were in order, Bonnie Marie Cloud, 21, Roseville, who had entered an earlier plea of guilty to being in a place where marijuana was used, was given a six months suspended _ jail sentence as part of three years probation. Other probation terms require that she serve the three years under the control of the probation department; that she seek and keep employment; that she have the department's permisSion before leaving the state. It also was ordered that she submit to search and seizure of herself and personal property without a search warrant in any drug or narcotic related accusations. Hager told the court Mrs. Cloud will go to work for an Oxnard upholstery shop, and indicated she would be reunited with her young son and live with her parents. The child has been in charge of the probation department since his mother was taken into custody with approximately 16 other young people allegedly attending a marijuana party in the Bitney Springs Road home of Cheri Penn. The child was reported to have been asleep in ‘a bedroom of the home. The public defender noted Mrs, Cloud had no previous record, The probation department report recommended probation and the suspended sentence, MacMillen made no objectionto probation saying he felt differently toward this young lady than the other one (Miss Patterson), Richard Edward Patten, 18, Alameda changed an earlier Superior Court plea of innocent to the sale of marijuana and LSD to guilty of both charges. Storm hits area hard A raging week-end storm knocked power out over a wide area, keeping utility crews busy especially around Nevada City. A lashing wind knocked trees across power lines and service was disrupted four times Sunday in the space of an hour anda half, according to Pacific Gas & Electric Co. A tree smashed through a power line at Brunswick Mill and knocked out a circuit from the substation all the way to White Cloud. Banner Mountain, Holiday Lodge and Greenhorn Road areas, some homes in the Nevada City suburbs and PG&E's own gas plant were without service, —The same circuit went out again at 9:15 a.m., this time affecting the area from Blue Tent Road-North Bloomfield Road to White Cloud and outlying Nevada City homes. Again, _a tree plopped through the line, and again most service was back in about 40 minutes. However, the area above Washington Ridge. Youth Camp was without power until 3 p.m. --Half of Nevada City and the Willow Valley and Lake Vera areas went out about 9:30 a.m, PG&E didn't know about this one for atime because, surprisingly, only’ two people called and reported the trouble despite the fact that it was in a heavilyresidential area. Light contest for area north of Town Talk The Nevada City Chamber of Commerce and the Nevada City Lions Club are sponsors of the outdoor holiday decoration contest north of Town Talk. The Grass Valley Chamber of Commerce and Jaycees are sponsoring the Grass Valley area contest. Gift certificates will be awarded to the three best residences and three best business decorations, for the Nevada City area, with prizes for the Grass Valley area contest to be announce separately. : Judging will inciude outdoor lighting and ornamentation as well as decorated windows and exposed portions of the buildings. The contest will cover Nevada City, a close fringe area of the city and south on Hwy. 20 to Town Talk.
