This week fifty years ago.
No word had been received from the missing French dirigible
“Dixmude”’ which was believed missing over the Sahara Desert of
North Africa. There was a crew of 50 aboard the great craft whose
wireless had been silent for some time. Several days later the
Commander's body was found floating off the shore of Sicily and all
hope for recovery of the craft and the remainder of its crew was
soon abandoned.
Editorial Comment: ‘‘Murder is rife throughout this country.
The number of unjustifiable homicides is shockingly large. It is a
real menace, a peril that will not become better of itself. There
must be sweeping reforms to curb the horrible bloodletting.
Indifference ‘to human life is growing, and society must protect
itself against the murderous impulse which is a frightful hazard.”
-. Lassen Peak, only active volcano on contaanial United States,
had erupted with great force on the afternoon of December 27. The
eruption began at about 1 p.m. that day and was witnessed by a
number of persons across the country from settlements close by to
as far south as Red Bluff. It was reported by authorities in Redding
as having been ‘“‘the largest and most forceful eruption in many
years.”
Rev. Milton Buck, 71, died in Berkeley. He had been the
minister in charge of the Methodist Episcopal Church in Grass
Valley in the early 1880s and had remained in close contact with
former parishoners in this area ever since his retirement several
years prior to his death. A special memorial service was held in
Grass Valley and was largely attended.
Willis Moulton Green, 92, died at his home on Park Avenue
following a two-week’s illness. Mr. Green was born in New
Hampshire in 1832 and had followed the sea as a sailor for many
years. In early 1860s he left his ship in San Francisco and joined a
wagon train bound for California’s mining areas in and about
Nevada county. He spent many of his years as a miner and was
highly respected in those and other circles throughout the county.
He also served as a cemetery caretaker from about 1910 to 1917.
Prospective reopening of the Champion Mine, noted old
producer, was a topic of much interested discussion locally.
Charles W. Dow and some local associates reportedly had secured
a bond from North Star Mines, with a view to creating a strong
company to acquire and operate the famous property. Claims had
been made that the mine’s production totaled better than $28
million in its heyday.

Covered Bridge was re-opened
to traffic on April 24th.
Grass Valley celebrated the
inauguration of gas-lighting,
1890 style, at a special
celebration April 27th.
Western Nevada County
residents were alarmed by
concussions resulting from
explosions from a military
munitions train in the Roseville
rail yard April 28th. Damage
was estimated as ‘“‘in excess of
$50 million’? by authorities on
the scene in Roseville.
MAY: Evangeline Chapter,
Order of Eastern Star in Nevada
City, observed its centennial in
lavish ceremonies.
After a series of hearings, the
earlier decision to close down
Nevada General Hospital was
upheld, and its phase-out
ordered by July 1st.
JUNE: A drive to replace the
brick arches, iron doors and
other historic facade decor of
the Old Nevada Theatre began
during the first weekend of the
month.
Historic Clear Creek School
graduated three students in its
final ceremonies before being
replaced by a new building.
Annual Homecoming at North
Bloomfield attracted 1,680
former residents and visitors to
the old mining town in the
Malakoff Diggins State Park.
Some 5,000 bike racing fans
watched 17-year-old Keith
Vierra of Palo Alto win the
annual June event in Nevada
City. '
Mrs. Frances Phelps
‘celebrated her 100th birthday
anniversary at a pleasant party
in Oak Park Nursing Home.
County employees got a 7%
per cent pay hike and the
Nevada County Supervisors.
gave themselves a 35 per cent
increase after a bitter battle
which failed to settle the matter.
A recapitulation of the last six
months of 1973 will be published
in the January 2, 1974 issue of
the Nugget.

Grass Valley Police
investigated two accidents
Friday, one at the South Auburn
and Colfax Streets on-ramp and
one on North Auburn Street.
Penelope Dyer, 25, of Yuba
City, and Faye Secor, 64, of
Grass Valley were involved in a
4:45 p.m. accident at the onramp. Both cars received
moderate damage.
A parked vehicle belonging to
Patrick Burns of Grass Valley
was struck by a car driven by
Teresa -Anderson of Nevada
City. Minor. damage was
reported.

Upon presentation. by Deputy
County Counsel, the following
Resolutions were adopted:
73-322 (A Resolution
expressing intent to form a
County Service Area for the
eastern portion of the County of
Nevada for the purpose of
providing refuse and garbage
collection).
73-323 (A Resolution acceptin
Grant Deed from Georgene
Livingston,~ John V.
Diepenbrock and Renato R.
Parenti, to the County of
Nevada, for a strip of land on the
Lime Kiln Road).
At this point in time, Mr.
Bishop entered into a
presentation in the form of an
up-to-date report on Senate Bill
716 the Financial Disclosure
Act.
Mr. Bishop has filed a law suit
in the Superior Court of the State
of California, a declaratory
relief action, asking for a
declaration of rights under the
law and a determination that the
entirety is
unconstitutional.
Said law suit has generated a
great deal of publicity and
public Interest. Various
Counties have called indicating
their support of our position.
Both Mr. Bishop and
Supervisor Long reported with’
regard to their attendance this
morning, of .a meeting
conducted by aecreery of State
Brown on said Act.
From said meeting, it is
evident that the person who
drafted the Senate Bill knows
nothing with the working of
Government, in that he believed
that the Superior Court Judge is
an appoin official. He was
surprised to learn that the
Superior Court Judge is an
Elected County Official, etc.

«Meeting called to order at
10:05 A.M., all Board members
present.
Minutes of the previous
meeting approved as presented.
The Board received a
presentation from Mr. Thomas
D. Jansen, Executive Director
of the Community Services
Planning Council,. Inc.,
regarding a plan to meet the
needs of. the elderly in the
County of-Nevada. :
The Board and Mr. Trauner,
as President of the Joint Powers
Agency of the-Sierra Economic
Development District reported .
that the District is planning just
exactly when Mr. Jansen has
explained for such a program
within the four counties covered
by Sierra Economic
Development District.
Following the presentation of
Mr. Jansen, Pastor Paul
Labrenz, of the Grace Lutheran
Church appeared before the
Board, asking that they endorse
a nutrition program for the
elderly.
This would be a community
program, using the church as a
non-profit entity vehicle to
obtain the necessary funds, and
would be run by an Advisory
Board made up of different
members of the community.
The program would provide a
hot noon meal, five days a week
at the Grace Lutheran Church,
plus other social services.
The Board recognized and
endorsed the program
sponsored by the Grace
Lutheran Church for a Nutrition
Program for the elderly of
Nevada County.
The Board awarded the bid for
remodelina within the proposed
offices of the Social Services
Department at the Health,
Education and Welfare Center
to Don Litchfield for the sum of
$66,377.00, by the adoption of
Resolution 73-324.
Upon presentation by the
Social Services Director, the
Board adopted Resolution 73-325
(A Resolution authorizing
execution of an agreement
between the County and the
Nevada County Community
Workshop, to provide services of
work . experience, work
adjustment, work therapy and
work . evaluation, for the
physically and. socially
handicapped individuals.)
Following a presentation by
the Social Services Director, the
Board directed a letter to the
Director of the Social Welfare
Department, with a copy to
Governor nesgan indicating
that if the County is going to be
required under A.B. 134, to loan
a recipient the amount of his last
monthly federal Social Security
check up to $200.00 until the
Federal check is received, that
the State must deposit with the
County of Nevada the sum of

The Board adopted Resolution
