Assistant welfare director approved
Resolutions allowing Welfare
Director Eugene Newmantohirc

another eligibility worker wero
approved by the board of supervisors Tuesday.
Both positions were included
in the current year's budget,
and Newman had received tentative approval earlier to hire
an assistant. Tuesday's action
was necessary, however, tohave
a formal resolution on file.
Supervisor William Thomas
voted against the resolution
without comment, but it passed
4-1,
Newman told The Union later
that his assistant, who will be
the number two man in the department, will come to work
in mid-January.
The welfare director presented a staffing pattern chart to
bolster his request. He said
it shows thet ''Nevada county has
the lowest staffing pattern"
among the 15 counties used
in the comparison.
"This is partly due to the
close cooperation we have with
the auditor's office andthe computer system,’ Newman added,
but he also pointed out he attempts to run .the local welfare office conservatively. "I
try to make savings wherever
I can. I am not an empire
builder as the staffing pattern
shows you,"
The figures show Nevadc
county has 39 people working
in the social services department. The cases per staff member total 50 compared with 35,1
for the average of the 15 counties.
Cases per social worker and
eligibility worker total 73 here
compared to 52.7 for the
average. And each clerk here
processes 172.7 cases compared
to 122 on the average, according
to Newman's figures.
He also presented a table
showing what has happened with
the food stamp program since
it began in August.
During the first month, 696
households representing 1,693
people received food stamps.
The following month, September, the number of households
was down slightly but the number of people involved was up.
In October, the households
totaled 557 and the people getPlanners act on
The Nevada County Planning
Commission last week took the
following actions concerning
public hearings and tentative
subdivision maps.
--Recommended, subject to
approval of county coynsel, that
the board of supervisors approve
a county ordinance amendment
whereby an open space district
could be created. Glenshire
Units submitted the proposal
with the hope of creating such
zoning in its subdivision.
--Postponed until December a
public hearing concerning establishing precise soins in
Glenshire Units No, 2 snd 3,
The developers are asking that
property now in an unclassified
district will become one family
residential combined with agriculture, one and multiple family
residential, and "open Space,"
--Approved a use permit for
Carson A, White to construct and
maintain a residence in a comting stamps 1,378. Both figures
are considerably below the opening month.
Newman told The Union this
was caused by the "half price
sale" in effect during August by
which welfare recipients could
buy stamps for half price. After
that, some found they could not
afford the outlay to buy the
stamps at one time. _
People not receiving welfare
who bought stamps increased in
numbers, more than doubling in
September. However, this category also dropped somewhat in
October.land maps

use permit for Burton S, Cooper,
who hopes to add a 102-unit addition to his. existing 50-unit

Cooper was instructed to bring

resubdivision of Pleasant Valley
Ranches, two lots on Pleasant
Valley Road. William Blackledge
isowner and subdivider.
--Voted to recommend that
the board of supervisors accept
a road in Glenbrook Basin into
the county road system wher the
road is improved to county
standard. The action was at the
request of George Ellsworth.
--Approved a tentative map of
Lake of the Pines Rasichos unit
No, 2, Boise Cascade is owner
and subdivider.
