John Sorenson talks about work in LAFCO John Sorenson, chairman of the Nevada County Local Agency Formation Commission told Nevada City Soroptimists that like an umpire in a baseball game he "calls them as he sees them." Sorenson was the speaker at the club's Wednesday luncheon meeting held at the National Hotel Dining Room. : The speaker said the commissions, required in every county in California, rule on the formation of special districts within the counties they serve.
Sorenson referred to the recent study of the proposed recreation district, which the commission turned down. He said after two public hearings it was determined that flaws inthe proposal outweighed its good points. He said he personally could not vote for the formation of another special tax-supported district, which he did not believe would benefit the majority of taxpayers who would be required to support it. . He claimed that many agencies, by the very nature of their respective responsibilities, make enemies, and compared himself to an umpire in a baseball game. According to Sorenson the Legislature ordered formation of agency formation commissions in 1963 after it became . alarmed at the number of special districts in the state, which were creating confusion at tax time. Nevada county has some 40 special districts, with Truckee alone having 12 such districts. These districts can set their own budgets and tax rates, and have other powers, In the belief that some of these districts were ill-advised the Legislature created LAFCO as a watchdog to attempt to curb indiscriminate formation of special districts. Melba Polglase arranged the orogram and introduced the spealer, Want ads Pay Better name sought for local highway A more romantic name is being sought for the old highway between Nevada City and Grass Valley. Right now, it's officially termed Route 20/49 by the state and less officially called Grass Valley-Nevada City Highway by _ the natives. But with the. completion soon of the Grass Valley end of the -freeway, the old route will be turned over to the county for maintenance and thus won't be a state highway any longer. The county already has the part between Brunswick Road and Nevada City. The Lions clubs ofGrass Valley and Nevada City fear the cumbersome title "Old Nevada City Grass Valley Highway" will be hung on the route forever unless some effort is made to give it a shorter, sharper name. So, they intend to hold a con-State DMV sends annual _yule greeting Thirtecn million vehicle registration renewal notices were in California motorists’ mailboxes during the past few days. The Department of Motor Vehicles mailed notices last week which had been printing since early October. Department of Motor Vehicles Director Verne Orr said this is the third consecutive year the ecards are being delivered in early December instead of just before New Year's Day. "It spreads the renewal opportunity over two full months. If people take advantage of it they will save themselves trouble and the state will save a lot of money," he said, February 4, 1970, is the legal renewal deadline. "Registration time is a time of trouble for countless vehicle owners," Orr declared. He said tens: of thousands of notices will be returned to DMV—undeliverable because the vehicle owners have forgotten to notify both the departmwnt and the post office where they have moved. In spite of a clear warning: "If you no longer own this vehicle, destroy this card," thousands will pay fees for cars they have sold or traded in, Other thousands will discover that they still technically own a vehicle which they no longer have because the new owner has never reported the purchase to DMV. Orr had this advice for recipients of renewal statements: "If you still have the vehicle, but anything on the statement no longer reflects the true situation, such as the owner's name or address or the identity of license number of the vehicle, bring the statement to the nearest DMV office with all documents that explain the discrepancy. Do this early. "Tf you accept the statement as correct, it can be mailed to DMV in Sacramento with your check or bank draft made out ir the exact amount of the billing, Better yet, get in the ‘express’ line at~your local DMV office and walk out with your 1970 sticker." The new sticker color is bold orange. test among local citizens to pick a new monicker for the old road. John Phillips of the Grass Valley Lions explained the idea to the board of supervisors Tuesday. The board in turn designated the Lions clubs to submit names to the board. Then, a public hearing will be held. Phillips said he has talked with councilmen from both cities and with: historical society officials and found all in agreement with the need for a new name, Details of the contest aren't ready yet, but people will be asked to send their suggestions to the Lions clubs. An address will be published later in The Union, The new freeway itself will have names at both ends. The first part, from Brunswick past Nevada City, was termed Nevada City Freeway by the state. The name for the section now being completed will be Golden Center Freeway in honor of a mine next to Grass Valley's downtown section through which the freeway traverses. “Bizz'’ Reports A few days ago the Congress cleared for Presidential signature legislation repealing those portions of the 1968 Gun Control Act requiring registration of sales of shotgun and rifleammunition used by hunters. This is the first crack in the door as far as roll-back of the 1968 Gun®Control legislation which I opposed bitterly at the time of its passage and oppose today. But this is just a beginning. Other regulations pertaining to ammunition sales, including those relating to the sale of .22 caliber shells, remain ineffect and should be eliminated. Our experience with the administration of the 1968 Gun Control Act has shown that the Internal Revenue Service far exceeded anything envisioned even by many of the supporters of the act when the service established ammunition sale regulations, It was a fear of this administrative type action, in addition to a fundamental opposition to regulation of firarms and especially sporting arms, that caused me to oppose the bill in 1968 and to continue efforts through 1969 to reverse the unrealistic and arbitrary regu_lations imposed by IRS, We have cracked the door, but as I say, this is just a beginning. © Elimination of gun controls faces a long, uphill battle, but it is a battle which must be fought if we are to preserve our Constitutional right to bear arms, a right which has’ been accepted Since the birth of our nation, a right which must be preserved if we are to remain free!
