Intrigue Brews In The Water Business
NID manager Edwin Koster
expressed “concern” this week
about the -possibility that the
Placer County Water Agency may
buy the South Placer Water
System from the Pacific Gas and
Electric Company and “encroach
on an area we're now serving, "

competition this week with the
disclosure that Nevada Irrigation
District is rapidly developing
final plans to provide treated
water to the region which State
health officials claim is threatened with an epidemic of hepatitiss News of NID's plan
firm had worked in recent years,
He added that NID soon will make
formal application to the Federal
Home and Housing Finance
Agency for the appropriate loans
and grants,

NEW OFFICES FOR THE NID...Nevada Irrigation District will move into
its new office building on highway 20 west of Grass Valley about Feb. 1.
The area of possible encroachment, west and south of Auburn,
is now served by the NID and the
PG&E-owned system, under a
“gentleman's agreement" by
which both agencies respect the
established service areas, according to Koster,
Although Koster sayshe sees no:
connection between the Placer
County move and the NID's water
purification problems, there are
those who would disagree, as an
article by Joe Carroll on the first
page of last week's Auburn Journal
sug gests.
A portion of the article follows:
The North Auburn water situation took on airs of intrigue and
undoubtedly comes as-a surpirse
to Will Jones and the other Placer
supervisors who recently passed a
resolution of intention to form
County Service Area No, 10, a
$788,000 venture, to supply
potable water to the 9,000 acre
district. (The PG&E water could
be used by this district. )
The board has scheduled a public hearing on the matter for
January 11 at 2 p.m,
Edwin Koster, manager of NID,
said that on October 8 his board
of directors, with no “public
fanfare,” authorized the retention
of the San Francisco engineering
firm of Leeds, Hill and Jewett to
finalize the plan on which another

entitled to action by NID,” Koster
declared. “You can be sure we
haven ‘t been sitting still, "
Placer politicans advocating
formation of the special service
area have often charged NID with
“sitting on its hands” and “doing
nothing" about the water it supplies to North Aubum,
Koster said the NID plan, which
will serve a district somewhat
larger than the proposed county
area, will have a first stage cost
of between $1 million and $1.25
million, It envisions expansion
of the water treatment plant at
DeWitt State Hospital from its
present capacity of 1.1 million
gallons per day to 3.5 million

Similar up to the 3,5 million
gallon mark,
NID proposes neither hookup
fees nor distribution main charge
fees as doesthe Placer plan, Nor
will there be any special tax,
added Koster,
Koster said the NID would finance the bulk of the cost by
increased water billings, He did
not estimate how much more the
user fees would be over the present $4 monthly average,
Under the Placer plan, there
would be hookup fees of $250
each, with a $100 reduction for
those who sign up early; distribution main charges of $2 per
frontage foot up to a maximum
of 100 feet, with a reduction to
$1.50 per foot for those who join
early; and an average monthly
water bill of about $6.60 per
customer,
Jones has stated the supervisors,
who will control the proposed
service area, plan to request the
same type of Federal funds NID
is seeking.
