LEGAL NOTICE LEGAL NOTICE. IN THE BOARD OF SUPERVISORS OF THE COUNTY OF NEVADA : STATE OF CALIFORNIA Regular Adjourned Meeting December 21, 1964 Present: Mr. John T. Trauner, County Clerk, Mrs. Dean Lawrence, County Counsel The meeting was called to order at 10:00 A.M. by order of the Vice Chairman, Mr. Gene M. Ricker and the following Supervisors were noted as present: W. W. Bishop, Neil R. Hennessy, Donald C, Blake and Gene M. Ricker, Vice Chairman, It was noted that Henry G. Loehr was absent. ‘ Upon a motion made by Supervisor Bishop, seconded by Supervisor Blake and passed unanimously, the minutes ofthe preceding meeting were approved as sub~mitted, Mr, Clare Hughes, County Purchasing Agent appeared before the Board, regarding the Plans & Specifications of joining together the Court House and the Court House Annex. , The Purchasing Agent presented tothe Board, a list of work to be done, for their review, and explained that it will take approximately twoweeks inJanuary, before he will be able to have the Plans & Specifications prepared. These Plans& Specifications will be presented to the Board at their mid-month meeting in January, so that it can be let for bid by the Board of Supervisors on February 1, 1965. A ‘design of the connection of utilities was presented to the Board for their review anda lengthy discussion ensued. A lengthy discussion ensued between the Purchasing Agent and the Board, regarding the remodeling program of the Court House andthe Purchasing Agent was directed by the Board to discuss this matter with the Department Heads of those Offices coming into the Court House, to see if there will be sufficient space available. A sketch of how the Board of Supervisors Chambers could be set up in the Superior Court, was presented to the Board for their review. A motion was made by Supervisor Hennessy, seconded by Supervisor Bishop and passed unanimously, directing the Clerk to issue a Minute Order to the Purchasing Agent, to advertise for bids and necessary modifications totie the present Court House and Annex together, as outlined. At this time, the Purchasing Agent asked for permission to discuss with one or two Contractors, the remodeling of the Superior Court Chambers, tobe used as the Supervisors Chambers, Permission was granted, While in session, the Board of Supervisors received a call from Mr. OranBollinger, recently appointed as County Welfare Director, at Step 2($676. 00,) stating that he could not accept this position for less than Step 3, ($710.00.) The Chairman, explained to Mr. Bollinger, that the Board wished to discuss the matter and that he would call him when the Board came to a decision. Mr. WayneBrown, Sheriff, appeared before the Board, in regard tosecuring an additional four men to staff the new quarters in the Court House Annex. He explained that one of these men would be used as a Communication Man andthe other three would be used for booking and jailing. This matter was deferred until January 4, 1965. A brief discussion ensued between theBoard members and the Sheriff as to whether the County Hospital Staff would be reduced when the Sheriff's Office no longer needs their assistance, in prepar~ ing meals. A motion was made by Supervisor Hennessy, seconded by Supervisor Blake and passed unanimously, to issue a Minute Order tothe County Counsel to prepare the proper Resolution amending the authorized Personnel Resolution for the Sheriff's Department by four, personnel, to be hired as Deputy Sheriff, Step 1. The Clerk presented to the Board, the following items:1. Upon the written request of the Superior Court Reporter and upon a motion made by Superyisor Bishop, seconded by Supervisor Hennessy and passed unanimously, the following Budget Transfer was made: The sum of $352.00, to Budget Code 554-3.03, from Budget Code 5543.05. 2. A letter from the Department of Finance, concerning a population census in Nevada County. A discussion ensued and the Clerk was directed to contact the Department of Finance and request the necessary contract, At this point, further discus~sion ensued regarding the position of County Welfare Director. A motion was made by Supervisor Blake and passed unanimously, torescind the motion made on the 15th day of December, that of appointing Mr. Bollinger as County Welfare Director at Step No, 2. A motion was made by Supervisor Bishop, seconded by Supervisor Blake and passed unani-. ° mously, to hire Mr. Bollinger as County Welfare Director at Step 3, ($710.00) Per Month. There being no further business to come before the Board at this time, a motion was made by Sy pervisor Blake, seconded by Supervisor Bishop and passed unanimously, to adjourn the meeting. He wasanative of Denmark aged78 years. Funeral services and burial were held in Nekoosa, Wis, Hooper Weaver arrangements, ++ + ++ PETITJEAN --in Grass Valley, December 20, 1964, Emile A. Petitjean, 72, the brother of Marion of Oakland, A native and lifetime resident of Grass Valley, he followed the mining profession. Funeral services were.held in the Hooper-Weaver Mo;tuary December 24, Burial was.in St. Patricks Cemeterfx’ +4 + 4+ + COLBY --in Nevada City, December 25, 1964, Zoe Colby, 12, widow of the late Floyd Colby of N orth Dakota, mother of Kermit of Nevada City and Kenneth of Montana, sister of Eunice Joubert of Montana; a native of North Dakota she had made her home in Nevada City since November 10. Funeral services were held December 28 in the Bergemann and Son Mortuary with burial in Sierra Memorial Lawn Cemetery. "This mess has long been the blackest mark on our government in California,” he added, "We should blow the whistle on it for keeps”. The chairman of the Board of Equalization did not strongly advocate adoption of the Board's proposals, “unless the legislature should decide that some change in the present elective Board's smooth, stable, scanda l-free operation is in order." He pointed to the Board's low cost of 1.15 percent and its collection of $290 million in local sales and use taxes for county and municipal governments. He crit~icized the Governor's so-called “trokia" three-man Tax Commission plan, together with a Department of Revenue headed by an appointee of the Governor, as “unnecessary trifling with an operation recognized as outstanding not only nationally but by the Legislature, the Director of Finance and the Governor himself. " Leake recommended the substitution of civil service appraisers for the Controller's appraisers who are “chosen for what they can do to win friends and gain influence for the Controller," He declared that the State was losing between half a million and $1 million annually because of “horseback appraisals arrived at by telephone rather than byactual study and inspection of properties, " Veterinarians say a cow chews her cud between seven and eight hours a day.
