Public Hearing held on the variance application of Mr. and
Mrs. Virgil T. Horn, that they be allowed to construct a residence with reduction of the front and rear yards from the required 20 feet to one foot in the front and ten feet in the rear.
After all testimony had been heard, the variance was granted,
Discussion ensued regarding the Glenbrook R-1 Zoning.
Public Hearings to be held by the Planning Commission to
determine what the Highway property should be zoned,
The board tied on a vote which would zone the Wood Property as R-1, Matter to be brought up again next week,

The County Counsel reported that Mr, H. W. Stout of Truckee, is in the process of selling his Franchise for garbage

Lease, Permission granted, contingent upon receipt of the necesbonds by the County.

F & G commends
bear hunters
California's bear hunters and
taxidermists were commended
by the Department of Fish and
Game today for their outstanding cooperation in submitting
bear jaws for examination.
The DFG is seeking lower
jaws of bears taken by hunters
in order to determine the age
of the animals as part of 4n
overall study of bear populations
in the state.
The age of bears can be determined through removal and
examination of the growth layers of the canine teeth. One
aim of the study is to determine the reason for the wide
fluctuations in the statewide reported bear kill, along with
other basic information needed
to manage the bear resource
and assure continued hunting of
the species,
The DFG said that this week
hunters and taxidermits had delivered 35 bear jaws to the Department's Sacramento laboratory. An undetermined number
of additional jaws had been picked up by DFG field personnel
for forwarding.
In praising the excellent cooperation of both sportsmen and
taxidermits, the DFG reported
one man who had buried a bear ©
skull dug it up and cleaned it
for pickup by the Department.
Another successful hunter personally delivered the skull to
the DFG's Sacramento headquarters,
Many hunters who had disposed of their skulls wrote detailed letters of their observations of the animal's age and
condition. The DFG praised the
cooperative attitude of these
letters evidenced.
Hunters who take bears during
the balance of the season, which
continues through January 5,
1969, are urged to make the
jaws available for the study
to get as broad a sample as
possible.
The DFG noted that even
though jaws are damaged when

} Power lines
In reporting to President
Johnson, the Electric Utility Industry Task Force on environment, headed by Mr. Laurance
Rockefeller, said placing electric distribution lines underground would cost a "staggering"
$150 billion or more. I also
said that placing electric transmission lines underground -that is, the lines that move highvoltage bulk power from generating plants todistribution areas
--was "not practical" and not
"technologically possible" except in a few special stituations.
Others have estimated that it
would cost $200 billion or more
to remove overhead transmission lines. With respect to the
distribution lines, the study
group said a federal grant-inaid approach to putting these
lines underground would cost
$5.1 billion annually for 33
years, The findings are a result of some 20 months of study
and would appear to answer
those who have not understood
why power lines must remain
part of the landscape for some
time to come.
Here is an instance where no
law can change the environment,
since it is highly doubtful that
either power consumers or the
taxpayers could pay the bill for
the removal of power lines anymore than they could for undergrounding congested and unsightly highways. And for those
who might be tempted to believe
that a federal grant-in-aid plan
to get rid of power lines would
be painless, a midwest utility
official notes, "The only source
of federal funds is what the government extracts from taxpayers," This official's own company, in common with others all
across the country, is gradually putting distribution lines underground, particularly in new
housing areas. As time goes on,
the trend in this direction will
accelerate as problem of cost
and technology are solved.
