LEGAL NOTICE LEGAL NOTICE LEGAL NOTICE LEGAL NOTICE IN THE BOARD OF SUPERVISORS OF THE COUNTY OF NEVADA ~’ STATE OF CALIFORNIA Regular adjourned meeting Present: John T. Trauner, Clerk December 2, 1963 Wm. J. Cassettari Assistant District Attorney The meeting was called to order by the Chairman, Henry G. Loehr, at 10:00 o'clock A, M., and it was noted that the following Supervisors were present: Gene M. Ricker, W.W. Bishop, Donald C, Blake, and Henry G. Loehr. It is further noted that Supervisor Neil R. Hennessy is absent. . Upon motion, the Clerk was directed to publish the proceedings of the Boardinthe Nevada County Nugget for.the month of December 1963. The Couaty Auditor presented the Board with a claims register, showing thereon the claims due and payable by the County of Nevada, anda motion was made by Supervisor Bishop, seconded by Supervisor Ricker, and passed unanimously authorizing the Chairman to sign the claims register, thereby releasing the following warrants for payment: FUND WARRANTS AMOUNTS General 2752-2972 $19,476.17 Capital Outlay 26-27 653.12 Road 362-419 19,181.22 Exploitation 29° 5.00 Supervisor Hennessy appeared and took his place in the Board Room at 10:05 A. M. The Chairman stated that a Public Hearing would be held concerning a Smog Control Ordinance on December 18, at 2:30 P.M., and the Clerk was directed go give legal notice. ; The Auditor presented the Board with Proposed Ordinance No. 290 (an ordinance amending Article 3 of the County Administrative Code), and after discussion, and upon motion, the Ordinance was adopted. _ Proposed Ordinance No. 291(an ordinance prescribing regulations for granting a franchise for community television antenna systems) was presented, and upon motion was adopted. The District Attorney appeared before the Board and presented the Board with Proposed Ordinance No. 292, to amend Section 2.6 of the County Administrative Code, with regard to County Office' Hours. After discussion, and upon motion, Ordinance No, 292 was adopted. . The Administrator of the County Hospital appeared before the Board, and rendered his report. The County Welfare Director appeared before the Board, and presented the Welfare Department report for the month of Novermber, and upon motion, the report was accepted and ordered filed. Mr. Frank Francis, Deputy District Attorney appeared before the Board, and gave a resume of the proceedings concerning the Chicago Park Properties. The Welfare Director again appeared and entered into a discussion of the creation of a Welfare Advisory Committee. The County Purchasing Agent appeared before the Board and rendered the report of his department. The Purchasing Agent requested permission to engage a service maintenance mechanic, and upon motion his request was granted. A report was rendered by Supervisor Blake, on the monument at the Bridgeport Covered Bridge, and the matter was continued until the Road Commissioner could be present. Upon motion, the Board adjourned forlunch, to reconvene at 1:30 P.M, AFTERNOON SESSION The Board reconvened at 1:30 P.M. and it was noted that Supervisor Bishop was absent, and all other members of the Board were present. At the request of the Planning Director, the firm of T.H. McGuire& Son, was appointed as Engineers of Work, on the Ponderosa Palisades, Unit No. 1 Special Assessment District. A discussion ensued on the Urban Planning Assistance Program, and the Planning Director presented the Board with proposed resolution 63-176 (a resolution relative to the Urban Planning Assistance Program). It was noted that Supervisor Bishop appeared and took his place at the Board Table at 2:00 o'clock P. M. After further discussion, and upon motion, proposed resolution 63-176 was adopted as presented. Proposed resolution 63-177 (a resolution granting exceptions to the sub-division Ordinance) was presented, and upon motion, was duly adopted. The Clerk presented the Board with a petition to form a Fire Prevention District in the Peardale-Chicago Park area, together, with Proposed Resolution 63-178 (aresolution setting a proposed fire District Hearing) and upon motion the resolution was adopted. A communication was read from the Mountain Counties Resources Agency, requesting the Board to oppose the Pacific Southwest Water Plan, and the Clerk was directed to prepare a proper resolution for the next Board meeting. : Supervisor Hennessy reported on a proposed agreement with Mr. Charles V. Litton, for additional right of way width at the Loma Rica Airport, and recommended that a resolution be adopted, The Clerk presented the Board with Proposed resolution 63-179, (a resoution authorizing an agreement) and upon motion, the resolution was adopted. The Clerk presented the Board with Proposed resolution 63-180 (a resolution providing for issuance of School Bonds) and upon mo-~ tion, the resolution was adopted. The Public Guardian appeared before the Board and requested consideration for an Errors and Ommission Bond, and the matter was » referred tothe Assistant District Attorney, and the Auditor for study and analysis.The County Road Commissioner appeared and presented the Board with Proposed Resolution 63-181.(a resolution concerning the util-> ization of Federal aid Secondary Funds, and upon motion the resolution was adopted. y The Road Commissioner then requested clarification concerning the status of the Perimeter Road and the Spenceville Road, and upon motion, was directed to have the Perimeter Road surveyed. Mr, Scott Barrow, representing the Nevada County Title Com-pany, appeared with regard to the exchange of properties between
certain persons and the County of Nevada, and presented Proposed ‘Resolution 63-182, (a resolution authorizing the Chairman to sign an agreement with the Nevada Irrigation District). After discussion, and upon motion, the resolution, was adopted. Mr, Barrow presented the Board with proposed resolution 63-183 (a resolution authorizing the Chairman to convey property from the County of Nevada to the Nevada Irrigation District). Upon motion, the resolution was adopted as presented. Mr. Barrow, then presented the Board with proposed resolution 63-184 (a resolution authorizing the chairman to convey property from the County to Mr. Charles V. Litton). After discussion, and upon motion, the resolution was adopted. : Mr, Ted Sigourney appeared and requested the Board to recom-~ mend to all fire Protection Districts the adoption of the 1960 Fire Prevention Code. The matter was taken under advisement. Mr, Scott Barrow then presented the Board with proposed resolution 63-185, ( a resolution authorizing the Chairman to sign an agreement with Mrs. Eleanor Clark Giles), and after discussion, and upon motion, the resolution was adopted. Upon motion, the Road Commissioner was directed to fix the monument at the Bridgeport Covered Bridge. -There being no further business to come before the Board at this time, the Clerk presented the Board with Resolution 63-186 (a reso~. lution of adjournme nt), and upon motion, the resolution was adopted. Burns andtwo others, Clifford Toycen and Roger M. Mealman are accused of the murder of a highway: patrolman. Choir Active The Grass Valley Cornish Choir isin its active holiday season of appearances. Included in the group's schedule are appearances in Colfax, North Sacramento, Napa, Sacramento, San Francisco and Oakland, The noted singers are slated to sing at Grass Valley Methodist Church Dec. 22 at 8:30 and 11 a.m, services. They will also sing at the Nevada City Methodist Church, Dec. 29 at the 11 a.m. service. Atradition with the group that dates back to the singing of Cornish miners in the area, the Cornish Choir will appear on the steps of the Grass Valley Union Christmas Eve at 7:30 p.m. Hearing Arraignment of three accused murderers of a California Highway Patrolman was postponed until tomorrow at 2 p.m. last week when Public Defender Leo Todd requested separate counsel for the defendants. Superior Court Judge Vernon Stoll, after hearing Todd's plea that a conflict of interest exists of the men, and after hearing District Attorney Harold Berliner agree with Todd's claim, appointed two other attorney's to make a battery of defense advisors. Mealman, who Sacramento law enforcement officers claim admitted firing the shot that killed Glen Carlson at the edge of Donner Lake. Mealman reportedly admitted the gunning of Carlson when he was picked up in Sacramento as he alighted from a chartered plane from Reno. ——— Postponed > between defense strategy for each .
