EDITORIALS
RECOGNITION OF THE VALUE
OF PLANNING DIRECTOR BILL
ROBERTS IS LONG OVERDUE
‘The Grass Valley Junior Chamber of
Commerce shouldbe praised for choosing County Planning Director Bill
Roberts as the Outstanding Young Man
of the Year.
The choice was good because it reaffirms the Jaycees' concern for and
involvement in good local government.
More important perhaps is the fact
that the Jaycees have been the first
local organization to speak for someone who has had so much said against
him.
No one in our local county government, with the possible exception of
our tax assessor, has had such a
steady stream of verbal garbage heaped
upon him by a small, self-interested,
but none-the-less vocal group.
The Jaycees cited Roberts as "a man
whose activities encompass the entire
county--a man primarily responsible
for the orderly development. of Nevada
County the past few years.”
It has been because of this responsibility toward the orderly development
of Nevada County that Roberts has been
the target of so many violent personal
attacks ror when he took his responsibilities for helping to shape the future
development of the county seriously he
immediately was at odds with others
who had their own ideas aboutthe
shape of the development of the county.
~ Todo his job properly he must always
be at odds with those who favor helterskelter development for today's gain
and give no thought for tomorrow.
We think he is doing his job properly
andis long overdue for the recognition
given him by the Jaycees.
This might be a good time for the
county to recognize the value of the
good. man guiding its planning depart4
ment. A good way to do this would be
to give him the salary and the staff
commensurate with his skill and with
the growing demands of his office.
While it is nice to receive a plaque,
you can't eat it.
All of the residents of the county
benefit from having a man like Bill
Roberts working for them.
We are happy that the Jaycees have
taken the first step in giving him the
recognition he deserves.
RECREATION DISTRICT COULD
BE A BOON FOR COUNTY’S
GROWING TOURIST INDUSTRY
The Nevada County Board of Supervisors took a big step forward last week
when they actedto set up a study committee to explore the possibilities of
forming a county-wide recreation district.
Supervisor Neil Hennessy should be
commended for getting this much discussed project to the place where it is
now in the study stage.
With more money becoming available
from state and other agencies and our
vast recreation potential just beginning
to develop, the need for such an agency
to plan and administer the recreational
activities of the county is self evident.
What is not self evident are the
means todo it. Even in preliminary discussion, some knotty problems were
raised and there will be more before a
plan for a workable recreation program
for the county is worked out.
Nevada Irrigation District Manager
Edwin Koster told the Nevada County .
Conservation Council recently that
while the district intends to construct
recreation facilities with its $4 million
Davis-Grunsky Grant from the state,
the fact is that the district is in the
water business and not the recreation
business and the directors would be
happy to see some other agency take
over operation and maintenance of these
facilities. : .
We all know that the NID is in the
water business andare sure they would
like to turn over administration of the
recreation facilities at their new lakes
to someone else, but. when the district
applied for the grant which will allow
them to build these facilities, they
took on certain responsibilities toward
recreation.
We feelthat before the county jumps
intoarecreation district it should look
carefully at the entire picture so that
what will evolve from the discussion
will be a recreation program that is
vigorous; long range in its scope and
responsible to the entire county.
We are sure that the supervisors,
the NIDandthe other agencies involved
in the current recreation district study
will keepall of these aims and responsibilities in mind.

Do you feel you are losing your grip? Do you feel tired
and dragged out after a drive through the country? Do
you have that sneaky feeling that age is creeping up on

once allowed you to drive with such abandon in days
gone by?’
Cheer up, friend. You need neither tonic nor wheel
chair. The simple fact is there were 1,384 more vehicles
onthe roads of Nevada County last year than there were
the year before.
Of course it is not all that bad for actually there were
only 11,059 automobiles on the county roads compared
to 10,552 in 1963. The rest of the 17,229 vehicles are
trucks, trailers and motorcycles.
For the traveler whose horizons are broader than the
Nevada County borders, he can take heart in knowing
that statewide vehicle registration jumped 7.2 in 1964,
Statewide total vehicle registration in 1964 was
10,707,843 compared to 9,990,626 in 1963,

A NEW SIGN went up in Nevada City Monday and it is
a pleasant sight. The sign marks the new headquarters of
the Nevada City Ranger District of the-Tahoe National
Forest and marksit simply, in keeping with the area and
still does the job a sign is supposed to do.

IN THE DEPART MENT of convenient after-thoughts or
handy hindsight we find real estate broker Jim Harding.
After representing Standard Oil Co, in two sessions before
the Nevada City Council and two before the city planning commission in an attempt to obtain a variance to
permit erection of a gas station on Coyote Street, finds
himself appointed to the planning commission and on a
committee to study possible rezoning of all of Coyote
Street, After the council reverses its denial of the variance and allows the gas station project to go. ahead,
Harding resigns from the Coyote Street zoning study
committee,
