"GRASS VALLEY ANNEXAATION DISTRICT NO, 18."
WHEREAS, the city counCil of the City of Grass Valley, did, on the 8th day of
January, 1962 receive a
written petition asking that
Certain newterritory described in said petition be
annexed to the City of Grass
Valley; and
WHEREAS, said territory
$0 proposed to be annexed to
said City of Grass Valley is
situate in the County of Nevada, State of California, and
is contiguous to said City of
Grass Valley, and said petijt ion contains a description
} Of said territory in words and
figures as hereinafter in this
. resolution described; and
WHEREAS, said petition is
signed by the owners of more
than one-fourth of the area
of the land in said territory
and representing more than
one-fourth of the assessed
value of such territory according tothe last preceding
equalized assessment roll of
the County of Nevada; and
WHEREAS, said territory
mam) SO proposed to be annexed to
B. said City of Grass Valley
does not form part of any
municipal corporation and it
appears that said territory is
is uninhabited within the
meaning of the Annexation
of Uninhabited Territory Act
of 1939, as amended; and
WHEREAS, the City Planning Commission had approved the annexation of said
territory and the city coun#. cil. had given its consent to
the said petitioners to pro= ceed with said annexation;

THE ROME POWER HOUSE.. .Built in 1894 on the South Yuba River just above the
Excelsior Ditch 4miles above where the ditch crossed the Downieville Highway.
This was one of the first hydro-electric plants in the Sierras.
It had two penstocks; one at the end of the ditch below Lake Vera and the other at the lower
end of a flume 7 miles long that headed above the Purdon Grade Crossing.

Truckee Chamber Plans Economic Survey Of Area
TRUCKEE---At a well attended Wednesday luncheon
meeting at Smart's Cafeteria, the Truckee Chamber of
Commerce initiated a program leading toa “Doit
y ourself" inventory of the
economic resources of the
Fifth SupervisorialDistrict.
Richard Higgins, president
of the Truckee chamber,
turned the meeting over to
CecilEdmunds, chairman of
the Nevada County Planning
Commission, who has been
appointed to prepare an outline on procedure for the
program. The’meeting was
a follow-up on.the Nevada
County Economic Development Conference in August
at the Gold Center Club,
Grass Valley.
Edmunds introduced the
guest speaker, George Sawyer, manager of the Sacramento Valley Council, California State Chamber of
Commerce, Sawyer, who
was the installing officer at
the 52nd annual meeting of
the Grass Valley Chamber
Saturday stressed the importance of a resources inventory asa basis for the future
economic growth of the 5th
District.
Sawyer said it is the responsibility of the chamber
of-commerce to research and
analyze the economic resources of the area and provide the leadership in public
determination of what the
area could and should become and to then set up a
program for action, He offered the services of the
State Chamber of Commerce Research and Analysis
Department to assist in obtaining research information,
In answer to a question
from the audience, Sawyer
said a potential investor in
the area will accept the information prepared by a local group provided the data
has a proper foundation, The
community w ould receive
greater value through the
public participation program
as opposed to hiring a professional consultant,
Nevada County Planning
Director Bill Roberts said his
experience was that the success of any research program
depends entirely on public
participation, Public underStanding, interest and support are necessary for the
inventory todo any good
once it is prepared, Roberts
said there are many local
experts in the fields of forestry, recreation, public
utilities, etc., who could
make a valuable contribution in the-inventory,
“After all, who knows local conditions better than
the people living in the
area?” Roberts said he has
already done some on assembling available inf ormation for the county and
would assist the Truckee
Chamber in any way possible,
Several representatives of
local business and industry
and of state and federal
agencies attended the meeting. Other county officials
attending the meeting included HenryG, Loehr,
chairman of the Board of
Supervisors representing
the 5th District, and Charles
R, Kitts, Nevada County
Assessor, who offered the
continued assistance of his
office in promoting economic development of the
county.
Sawyer complimented
Edwards on his excellent
work in preparing the outline
of organization andap_proach to preparing the
resources inventory.
