The Governor answered Squaw Creek annexation Withheld funds will recieved LAFCO approval limit NID An annexation program involving the entire 5,400 acre Squaw Creek drainage basin was unanimously approved by the Placer County Local Agency Formation Commission LAFCO, Tuesday. William Service is the general manager of the board. The move makes the Squaw Valley County Water District, (SVCWD), responsible for ‘the ~ valley’s sewage, water, fire, garbage and recreation problems. Squaw Valley is now made up of many jurisdictions. Problems of separate sewer: and water districts’ were thoroughly aired. Fred: Watson, attorney for the Squaw Valley Estates Units, 1, 2,3 and 4, spoke in opposition to being absorbed into-the single jurisdiction. He was chiefly concerned —about possible future sewer assesments. Although he said his area, using septic tanks on high ground, caused no sewage Seepage problems, a* second witness stated that. the high ground septic tanks were causing problems to the lower areas which are only eight inches above the water, table. ‘It was clear that the new SVCWD expanded jurisdiction would absorb and thus eliminate County Service Area 14 (CSA14), which now operates the fire departmént. New Placer County District Fire Supervisor, Jim Henry, objected fthis but was over-ruled. : John Dill, Tahoe City Public Utility Distrigt. (TCPUD) director, objected to the new SVCWD district’s east boundary which encroached on TCPUD’s -‘ Annexation 14 corridor. It is used for sewage export and borders the Truckee River from Tahoe City to Truckee. Dill won his point. The change leaves a strip along the Truckee without a fire departmént but TCPUD Manager Bill: Layton said this could be taken care of by the Tahoe City Fire Department. After receiving the official LAFCO notice, SVCWD must call a hearing no sooner than 15 days, or later than 60, to decide whether an election is necessary to complete the annexation. It would take a written protest by 29 per cent of the voters in the valley or written protest of 25 per cent of the assessed valuation property owners to require an election. If no protests come the annexation will be completed by a simple “resolution of the SVCWD board. A telegram from Congresgman Harold (Bizz) Johnson was received this week by NID stating that Congress had appropriated $713,000 to NID. That amount brought consternation to the engineering staff as double that amount had been requested. A hurried consultation with Bureau of Reclamation officials and NID engineers added $361,400 of carryover money (appropriated but not budgeted for the present year) to add to the $713,000. ‘The district had requested $1,794,830 which still leaves the district with $720,430 less than anticipated. Chief Engineer Bud Fritzsche and engineer Bob Singleton told the NID directors Friday that President Nixon has put a stop to all new reclamation projects, ‘feeling that there is sufficient reclaimed farm land in the nation. The NID _ projects proposed are not new starts, Fritzsche said, and will not add to the irrigable land in the county, rather they decrease the amount of irrigable land. The board authorized the engineering staff to follow through on trying to obtain the funds for the next fiscal year. Fritzsche said if his staff finds that an error was made in charging that the requested funds were for a new start,
“possibly we will recover grade students who were projects them.”’ He said he would report progress at the next directors’ meeting. Even if the funds are lost for the next fiscal year, the proposed projects will be decreased, thereby costing the district more as prices rise. In other action Friday the board authorized the engineering staff to utilize Musser Ditch (in Placer county ) for the Gold Hill Canal routing, rather than the lower Gold Hill R Canal. The change will disrupt fewer customers, save a mile in total length of the water supply and save the district ‘‘at least $30,000.’ There are dozens of small lots with homes along Lower Gold Hill Canal, Fritzsche told the board, and only a few large parcels along Musser. The board authorized the rerouting of the system, which is designed to supply water north and west of the present Musser Ditch. The directors again discussed implementation of a policy to comply with state law requiring safety measures be_ taken against backflow in cross water connections. The board voted to notify the public that a discussion will be held at the next meeting on requiring a backflow safety valve, at an estimated cost of $200, on each service where cross connections exist. If a homeowner has two water systems, but they are not physically connected, both types of water running’ through a Common pipe, no such safety valve will be required, Fritzsche said. ‘ Q {_ iat mia St, Bh. 2i8-c296"_] PPP we aa Wed.
