yes even our National Government, but on a-scale so large
that discussion seems hopeless,
At any rate the Nugget appreciates the quick response from

A Citizen‘s Committee
Yes! or No! :
Government By the people,
Of the people and For the people
has a rather direct implication.
One of the major community
concerns in 1967 will revolve
around whether or not we (The
County Board of Supervisors)will
form "Citiznes Committees” in
the effort to bring bettér government to Nevada County,
Thete are those who sav “cit‘ izens committees have not.
always worked in the past.’ And
they tend to bring pressures on
government that are not always
positive, " :
--This is a legitimate point
of view.
There aré thosé’ who say: ‘we
elect the Supervisors, They
should act only as a direct result of their own efforts, Com-mittees are a poor way to run
anything, "
--This is a legitimate point
of view,
There are those who echo the
above rationale when the real
motive is fear that people of
our community willdevelop an
interest in their government,
become knowledgeable and be
able to spot the political manipulations for self gain,
---This is not a legitimate
point of view,
Here is my position;
1. The Board of Supervisors is
and shall be totally responsible
for its actions. However, the
board receivés advice from the
county controller and county
counsel as well as numerous
department heads. I see no
conflict in the board receiving
advice from a duly appointed
citizens committee,
2. Wedo not need a citizens
.committee for every new item
that comes before the board,
However, there are some: major
problem areas where a strong
recommendation from the community is necessary. Generally
these are programs where involvement may mean an expenditure of tax dollars. Here a
citizens committee can be of
real service,
3. Where a citizens committee is formed tostudy a problem
and make recommendations, it
can also serve to. provide information to the community, answering neighbors questions and
generally explaining what is
happening and why!
4, Over a period:of time, as
we get.more and more people
involved with citizens committees, we should see a decline
in the suspicion with which
many people now view county
government. This of course”
assumes we form the committees in good faith, Our county
is of asize where we can effectively use the citizens committee,
5. When a citizens committee is to be formed two supervisors should then be available
to work with the citizens committee once it is functioning,
As you know it takes three
supervisors to turn the wheels
of county government. ‘In the
weeks to come, citizens committees may gain favor with
other members of the board.
In any event, you the public
should make your thoughts
known and in the final analysis
your desires should prevail,

Government in Business
Instances continually come to light in which local editors in
small communities oppose government in business, In many
cases, they battle against the full weight of the federal government, as the editor of The Biggs, California, News is doing,
There the people have been offered the bait of so-called “lowcost" federal electric power,
Biggs is located in sparsely settled Butte County. It is served
by the publicly-regulated investor-owned Pacific Gas andElecric Company. This company is a substantial tax-paying
citizen of the county and is faced with the prospect of taxexempt federal electric power competition, The editor of The
Biggs News has this to say: “Each time we print that the PG&E
has paid. . . some $2,7 million a year to the treasury of Butté
County, wethink of what the other taxpayers of the county
would do if the PG&E were socialized and paid NO TAXES as
some far out thinkers would like to have come about. . . the
PG&E pays some 30 per cent of the county tax bill. . . without
it, it appears each tax bill would be up 30 per cent, . . this
would also happen in many other counties of the state if the
electric industry was socialized.. "
The President of, the United States, in his State of the Union
Message, has asked for a substantial tax increase, while sub‘mitting a federal budget of well over $130 billion,

I have been asked to repeat
the story of we will call peg
leg Billie. Now Billie was a
funny little guy; he had one leg
and the other was cut off above
the knee, Billie used to get
mad when anybody would ask
him how he lost his lég, One
day he got so mad that I think
he would shoot him if he had a
gun, He was swearing a blue
streak when I came around the
corner I said whoa! Billie what
is wrong and he pointed at a
man and started to swear again,
I told the man he better beat it
before Billie got mad. Now
Billie liked his little drink so I
told him what to tell the next
man asked him how he lost his
leg. . When I told him what to
say he looked at me and bust-.
out laughing sohard I was afraidhe. would get astroke. And
then he said boy you area
character, ' Here is what I told
Billie to tell anybody asked
about his leg.After, he had a drink or two
he told anybody who asked him
how he lost his leg. Here it is
he said thathe was driving stage
and going up the Yuba Grade to
San Juan his horses shied and
broke away from the stage and
lefthim there holding the lines.
The horses ran up the grade a
little way and stopped, Billie
got down from the seat to see
what scared the horses and he
seen a big Rattle snake, The
snake started for Billie but he
jumped on the tongue of the
stage the snake bit the tongue
of the stage before Billie killed
it, Wellhe got off of the tongue
to the ground, You know the
tongue of the stage swelled so
big it broke off falling on his
leg that he had to shoot the leg
off to keep from. starving to
death. Bye this time a crowd
had gathered around to see how
the story came out, When
Billie got through it was quiet
for a second and the roar of
laughter that broke you can bet
nobody would ask Billie how he
lost his leg. . After a while he
got kind of sore at me you see
the drinks stopped.

but not the tongue part.

This morning I took a walk
out on what they call now Railroad Ave. to look at our old
ghomestead,. I went out as far
‘as Jenkins Flat. What is wrong
cant you think of a dam fool
name you can give to it,
Well what the Free Way has
done to it. you could not think
Of a name that would fit it now,
Do you know at one time that
fifty thousand bucks was supposed to be burried on the flat,
In fact you ought to have. seen
the holes that were dug bye the
people: of both N.C, and G. V.
‘but nothing was ever found.
The man who burried the stolen
money was locked up in jail
they never even learned what
his name was, All they knew:
about him is in his hat was
stamped the name Omar but
while he was there a lady came .
to see him he said it was his
wife well maybe but she left
after a few days I think she got
the loot and was never seen —
again. He was a three time
looser and he knew if he went
to the pen he would never get
out, You ask me how I know
so much theré is a hell of a lot
more I know but that is my
secret and when I leave this
immortal toil the all go with
me,
Ihope the Free Way put the
rock wall that they tore down
in front of our little home on
Railroad Ave, But why talk
about it what do they care about
the little people that they hurt,
If you don't sell them anything
that is close to their right of
way they get it condemed and
they give you what they please.
Look what they are doing to
Nevada City they are killing itbye slow degrees it is about
halfdead now look at the empty
places on Commericial St,
right now. Tear the empty
places down and you will have
a little more room to park,
You are boosting the town to
high heaven and you don't have
a laundry or a tailor or a shoe
maker in town,
You think I am the only one
who sees the marking on the
wall ask your business men who
wanted the Free Way to go
through the middle of town
thinking that it would bring a
lot of money in town,
Wake up brother you have been
dreaming.
