Former ambassador to Yugoslavia. George Kennan told the
Foreign Relations Committee that
he opposed a “deliberate expansion” of the war and that even
great military successes could

he suggested our involvement

Merchants Have To Work
To Draw Tourists And Keep
Nevada Irrigation District
Manager Edwin Koster Tuesday
urged Nevada City merchants to
do something to draw and keep
the tourist in town or face losing
much of the benefit of new reservoir recreation facilities to be
constructed by the district.
Koster was the guest speaker at
the luncheon meeting of the
Nevada City Chamber of Commerce in the National Hotel,
He outlined proposed plans for
construction of onshore recreation
facilities on the Nevada County
side of the new Rollins Reservoir
on BearRiver and at the enlarged
Scotts Flat Reservoir on Deer
Creek south east of Nevada City.
Although construction of the
facilities is planned in three
stages, Koster said a major porof the parking, camping, picnicking, water and sanitary
facilities, roads, overlooks and
boat ramps will be built during
the first phase,
He said preliminary work on
construction of tables is already
underway and clearing work will
start as soon as the weather and

Excuse For Teachers
Who Demonstrate

why they-are there, what is the
difference between Communism
and capitalism, what is the importance of cooperation and why
are college professors and educators stabbing us in the back?
Rafferty said history, ‘civics and
geography are old hat today.
The schools teach social adjustment. He noted that people
today get bogged down trying to
explain what they are for or
against. He said we have been
taught tolerance and love while
the rest of the world has been
indoctrinated to hate,
On the questions of university
demonstrations, Rafferty described them as "bearded, redeyed individuals, carrying their
misspelled'signs with the lankhaired, hollow-eyed female
counterparts, The young people
have youth and inexperience,
but there is no excuse for the
professors who are the seducers
of the young,"

was put off when Paine maintained the current $50 salary was
sufficient for the job in the light
of current city budget restrictions,
On a 4-1 vote, with Councilman
Marshall Jensen casting the dissenting vote, the council approved a resolution setting new
water rates, Jensen maintained
that meters would eliminate
complaints of water rate inequities. The council agreed,
but could find no way to meter
the city in the immediate future,
‘Them According To Koster
ground conditions permit. He
predicted construction of the
first phase facilities at both Scotts
Flat and Rollins will be completed this year.
Koster told the merchants that
he hoped creation of the new
recreational facilities “will lend
some enthusiasm to Nevada
County to capitalize on its great
recreation potential, "
He said some exploitation will
have to be made to let people
know what Nevada City has, He
pointed out that there are many
attractions here which, combined
with the development of nearby
lake recreation facilities could
bring a lot of people to the city.
"But you don't want them to just
drive through,” he added, “you
want to keep them here,"
In answer to a question, Koster
said the new recreation facilities
in the mountains at Faucherie
and Jackson Meadows will be
operated and maintained by the
U.S. Forest Service. Scotts Flat
and Rollins will be operated and
maintained hopefully by a county
agency or by private concessionaires,
He stressed that while the NID
has the responsibility for operation and maintenance of the new
facilities, the primary job of the
district is the distribution of water
and that was enough of a headache without getting into the
administration of recreation.
Mrs. Mary Lou Steger reported
to the members on Chamber
plans to play host to members of
a visiting trailer club in April.
The group will camp at Lions
Lake in Grass Valley, but will
spend most of the week touring
Nevada City sights and attending
a series of events here,
Flume Job

is reinforced to prevent future
failures.
Since the entire $59 million
Yuba-Bear River project of the
NID was financed through the
sale revenue bonds'backed by
the sale of power and power
water to PG&E over a 45 year
period, delay in the full operation date of the project could
cause a loss of power revenue and
therefore endanger the status of
the bonds,
Although the entire flume will
not have to be reinforced, Koster .
said that the job would include
about four miles of the flume.
The cost of the job has been
estimated at $50,000 to $75,000.
The appearance before the District Securities Commission is
required before the district wants
to do the repair job with its own
forces instead of putting it out to
contract.
