Koster was the guest speaker at the luncheon meeting of the Nevada City Chamber of Commerce in the National Hotel, He outlined proposed plans for construction of onshore recreation facilities on the Nevada County side of the new Rollins Reservoir on BearRiver and at the enlarged Scotts Flat Reservoir on Deer Creek south east of Nevada City. The cost of the job has been estimated at $50,000 to $75,000.
