= Unification Proposal Dumped = Supervisors Want Donner Highway In Scenic System In Light Voter Turnout Tuesday (Continued From Page 1) trict will receive from the areawide fund, In some cases thé richer districts will receive less from this fund than they contributed in tax monies, Although in recent weeks the newspapers have been filled with information citing both sides of the proposal and the County Committee on School District Organization held two public hearings and several local organizations also held discussion meetings on the proposal, only 31 per cent of the voters in the district turned out for the election. Opponents of unification were more active than supporters before the election. They carried on an active advertising and promotion campaign. In general, there was a much higher percentage of voters who turned out in the rural than in the urban areas. The lowest turnout was 21 percent in Grass Valley precinct5, The highest was in the Clear Creek District, where 79 o percent of the eligible voters tumed out, ‘The average turnout for all four Grass Valley precincts was 23 percent. The average for Nevada _ City was 28 percent. The average for all other areas combined was about 50 percent. The proposal was soundly defeated in every voting. precinct ‘except Cherokee. Thecity voters who have been in the past more liberal on school issues joined the rural residents in the landslide defeat of the measure. In Grass Valley, where it was felt the proposalhad some chance of passing, all four precincts voted it down by heavy margins. The same was true in Nevada City. The smaller districts with high assessed valuations from utility rofls like Washington, Pleasant Valley and Clear Creek were almost unanimous in their opposition to the proposal, The Washington vote was 25-1, Pleasant Valley 57-2 and Clear Creek 46-3, Under the law, the proposal may be put before the voters again in one year, but must be voted on again in no more than two years, LEGAL NOTICE John L. He noted it might be advisable to draw up an ordinance coupling the point and road zone system into the county specifications, Supervisor Don Blake said that while he had nothing against the proposal, he would like more time to study the plans. He asked that the matter be put over until the mid-month meeting and the board agreed,The matter of road specifications, upgrading, downgrading, or simply doing without, has been a subject of discussion for some time before the supervisors, the planning commission, and among subdividers. The state has agreed to plow the snow in the winter from the Interstate 80 intersection to the top of the Donner Summit grade to give access to the ski resorts in that area, The responsibility for the rest of the road will be the county's, It was suggested that the old Donner Grade could be shut with gates during the winter thus eliminating the need for plowing the twisting route, No action was taken on this question Tuesday, The supervisors by motion established a policy of tequiring proponents of assessment districts to post a percentage of the total project cost to cover expenses of the county screening committee, The county has a screening committee composed of the planning director, the engineer of work, the county counsel and the road commissioner which studies assessment district proposals to see if they are feasible. Planning Director Bill Roberts told the supervisors Tuesday that the committee had. already incurred $900 in, expenses studying the Armstrong Improvement District No, 2 at the east end of Donner Lake and it looked like the figure could reach $2200. If the project does not go through the costs are paid from this. If the assessment district is formed, the trust fund is returned to the developer and costs are made a part of the assessment. The supervisors agreed this was a good idea.
