regulating garbage and refuse in the county.
Over the vocal opposition
of farmers led by C.J. Rolph,
president of the Nevada
County Farm Bureau, and
over the opposition of Supervisor Guy Robinson, the
measure was passed to become effective March 21,
Purpose of the legislation

issuance of permits for the
operation of dumps within
the county, to be obtained
from the Nevada County
Health Department,

person shall dump, bury,

create a public health or

The ordinance also forbids the bringing of garbage
intothe county unless granted specific permission by

The Nugget does not believe anybody
should worry unnecessarily about fallout
in milk.

by their doctors. But we do believe
that open, factual discussion of the poential hazards of fallout in milk and else<
where from atmospheric nuclear exposions
is in the public interest.
For thatreason, we printed an editorial
inour Jan. 3lissue, noting Atomic Energy
Commission surveys as reported in a natsional comsumers' magazine which indicate
thatinthe U. S. the average level of poisonous strontium-90 in our milk this spring
will reach a point requiring "active surveillance and routine control."
We urged that "The government, working closely with the milk producers, "
give us "a fulland complete accounting
of what actions can and must and wiil be
teken" to meet this apparent threat.
We still believe such an accounting is
needed, notwithstanding the opinions
of Dr. Elbridge J. Best, Nevada County
health officer, as expressed inarecently published article, "We Must Cease
Worrying About Fallout.”
At the close of this Article, Dr. Best
admonishes, "Wewill cease worrying and
again become happy.’
However, his grounds for this conclusion
seem to us at best shaky.»
For example, Dr: Best says it "is not. so”
that "milk canbe (or is) contaminated with
radioactive fallout." If milk cannot be so
contaminated, then why has the U. S. Public HealthService issued a Radiation Protection Guide to what they believe to be
safe levels of strontium-90 in milk? Why
does the well-known Science News Letter

A Matter For Discussion
of Jan. 13 note that the amount of fallout
in milk and other foods’ has been steadily
increasing as a result of atmospheric nuClear tests, if as Dr. Best suggests milk
is practically immune to fallout?
Dr. Best states: "The atomic blast fallout,in one part of the world, does not endanger animal life in other parts of the
world.” If this is so, then why is the AEC
conductinga study of strontium-90 in average daily diets in San Francisco, New
York and Chicago? To ourknowledge,
there has been no nuclear bomb testing in
those cities. The fallout must be coming
from elsewhere.
Dr. Best states: "Scientists know how
much exposure a human body can stand
without harm and the amounts that cause
sickness." If so, then why do scientists
suchas Dr. EdwardTeller, Dr. Ralph Lapp,
and Dr. Linus Pauling disagree onthe subject? Why does the AEC continue to revise its estimates of what constitutes dangerous levels of fallout, if scientists were
sure of the answer?
Dr. Best states: "It would seem by so
much publicity that groups not friendly to
free peoples have started stories about
fallout to upset and alarm those who seek
peace. This couldbe a type_of propaganda
to upset one's faithin programs for our own
good." For all we know,.this may be so.
But thereis a difference between propaganda and honest and openand factual discussion of an issue involving the life and
health of the American people, particularly the children.
We believe in that kind of a discussion,
and we hope Dr Best doestoo. Without it,
the people have no alternative but toaccept, .
blindly and meekly, the government's every
opinion and course of action, as they must
do in the Communist nations.
