Jumped ship in San Francisco, Went to work as skipper for Robert Louis Stevenson on the Tahiti and the Snark, Left Stevenson to manage the Corenthian Yacht Club at Tiberon, Marin County. Left Yacht Club and went to. work as a messenger for Wells Fargo Express. After five years as.a messenger, he was made agent at Mountain View, California, when the Wells Fargo opened an office there in 1906. Retired at 80 years of age, after the’ company changed the retirement plan, Passed away at age 89 years, While with Wells Fargo Express ‘Company at Mountain View, Mr. Owler sent the first carload of strawberries to the East Coast via Express’ He was told by the President of the Company if he sent any more he would be fired, asthe berries would spoil and that the company would have to pay the grower for them, Mr. Owler, by that time, had received wires from New York to rush all the berries he could get. That’ first car-load of berries was the baby of the fruit shipment from the west to the east that to-day go in train loads, During his long period of years service with the Wells Fargo Express Company, he worked onhis hobby of model ship building. A total of 60 models of sailing ships in-all have won prizes in every event in which they have been entered, The last prize was the Sweepstake Prize won at the 1949 California State Fair, awarded to the City of San Francisco, A newspaper Picture of this display can be seen at the fire station in Nevada City. Some of these model ships were used in the filming of the picture Mutiny On The Bounty. Said Norman Owler, donor of this model: "None of these ships that were made by my~ father have ever been sold, and I do hope that whoever claims this one will get a lot of pleasure from her, and will keep her in ship-shape condition. This model has been valued at $1, 000.00 by men who know model ships and by insurance company men who deal in collectors items. " Rehabilitation Bill ‘Assemblyman. Gene Chappie, Chairman of the Assembly Social. Welfare Committee, today introduced legislation * geared to getting people off the welfare roles-and into gainful employment. Under the legislation introduced by Chappie, the State Department of Rehabilitation will be responsible for carrying out this program. Chappie said, "This Department has been bogged down in the past by a lack of direction and because of its goals, which were either too broad in scope or not clearly defined. " "The two bills”, -continued Chappie, “pinpoint the responsibility with the Department of Rehabilitation for giving full attention to training the disadvantaged and disabled in marketable skills so that they may become gainfully employed. Further provisions of the bills call for transferring certain programs of the blind from the Department of Rehabilitation to the Department of Social Welfare. Results of this", said Chappie, “will be that the Department of Rehabilitation will concentrate its efforts in rehabilitation, particularly in contracting with private employers to provide on-the-job training, and with trade and vocational schools, " :
"Particular attention", said Chappie, “will be givento welfare recipients‘and those persons who in the past have not been provided with realistic training programs, " .
