Senator Richard Dolwig Explains Why
The State Should-Be Split In Half
State Senator Richard Dolwig
of San Mateo County raised
specters of a southern California
powerand resource grab Monday
in a speech before the Nevada
County Re publican Women's
Club in Grass Valley.
His solution to this threat is to
split the state into two states,
Hetold a large crowd of Republicans at the luncheon meeting
in The Office Monday that he
had already introduced one bill
todo this and would introduce a
similar measure in 1967.
Requests for such action, he
said, are coming from both the
northern and southern sections of
the state. His idea would be to
split the state somewhere in the
area of Santa Barbara.
He pointed out that because of
reapportionment, the north was
losing its representation and
faced the loss of its power,
water andresources to the south,

report of a group of political

The Senator also warned that
the federal government was getting too much involved in local
school systems, He said districts are applying for federal
aid not because they need it, but
because it is there and they do
not want to miss out on their

An opponent of school unification, Dolwig noted that unification started out ‘as a local

would vote against the proposal,

far eastern good will tour in an
effort to explain the American

By mid week, indications were
that Humphrey had had little
success in either of these goals,

Philippines that that country
would send an engineer battalion
into the fight in Viet Nam.

President Nasser of EGYPT in
an interview in Cairo said that
“preventive war" is the only
answer if Israel proceeds with
producing an atom bomb, U.S,
estimates indicate Israel could
produce such a bomb in two years
and that Egypt could build one
in a slightly longer time,

He told the local GOP ladies
that there was a resurgence of
Republicanism across the nation
because people were finding the
Great Society too big and too
costly.

Valley, president of the Republican Women, introduced the
senator and presided at the
meeting.

whether the high school board
had in fact agreed to lease the
junior high building when it approvedthe resolution to dissolve
the junior high operation.
Whether the current Grass Valley District is the same district
named in the deed granting the
use of the property, did the
Grass Valley District give up its
interest when the Nevada Union
High School District was formed
and w hat is the position of the
mining company on the matter?
All of these questions will have
to be answered before the matter is cleared up.
The county counsel's office is
not the one to do the job since
it has to represent the interests

the law by which the other two
districts could share these costs,
He maintained that if the districts wanted a pool, then it
should be run as a pool with no
disruptive changes which would
throw off the scheduling.
While it was admitted that
there were many problems with
the current pool arrangement,
the trustees of the other districts
felt they conid be worked out by
the district's pool representatives
andthrough more central scheduling control,
Grass Valley board members
felt they had been justified in
extending their day because of
the additional educational benefits to their students. While it
had caused disruptions, they
did not want to go back to the
original schedule,
When no one wanted to vote for
dissolving the pool or staying
with the present operation, it
was decided that Grass Valley
Superintendent Vernon Bond,
Nevada City Superintendent Edward Browning and Gelatt would
meet to see just what it would
cost to continue the present system,
and no place to put them because the district's lease agreement has not been honored,
She said it was her opinion that
the board should hire a private
legal counsel to represent the
district forthe sake of the.children and the taxpayers. She
moved that Grass Valley attorney Harold Wolters be named
as the first choice for the job and
the motion was given unanimous
approval,
Sacramento Symphony
Thrills Twin City
Concert Goers

Local music lovers were given
a rare treat Sunday when the Sacramento Symphony Orchestra
performed in Grass Valley in the
fourth concert of the Twin Cities
Concert Association's current
season,
The orchestra, under the direction of Harry Newstone, showed
boththe influence of its director
and the technical skill of the
individual members,
The orchestra was composed of
41 members of the Sacramento
Symphony of 81 players and the
concert Sunday in the Grass Valley Veterans Memorial building was the first performance of
the group in Nevada County. If
the reception the orchestra received is any indication, Sunday
will probably mark the start of
several concerts of the orches~tra here,
Conductor Newstone was called back several times at the
conclusion of the first half of
the program and at the end was
called back four times by the
standing audience,
The orchestra made few technical faults. The only weakness
and this was slight, was shown
when individual sections were
playing alone,
