Spaulding, owned by Pacific Gas & Electric Co., is the gathering point for the waters from the NID's upper mountain water system. At Spaulding the waters are diverted into the system on Bear River and into the _ South Yuba Cana! for delivery \ into Scotts Flat and to the dom‘estic systems for the cities. \Dr. Rayburn, contacted Tuesday for his opinion on the matter said it was “basically true” that pressure was being applied to make the NID take action on construction of awater treatment facility. Rayburn said he health depart‘ment had registered an objection with the Department of Water Resources over the use of the reservoir water for recreation and “then flowing down ditches for domestic use. “ “We have asked for complete treatment,” Raybum said, “and will continue to object until it:} obtained. “My position on this is that it is a matter of vital importance to the people of the area. The NID has made no effort to give decent water, They charge domestic water prices, but they don't give us domestie water. " Rayburn said the NID's efforts at water treatment have been on a piecemeal basis “with a chlorinator here and a chlorinator there”. This, he said, “has been ineffective and a waste of time."
