STATE HOSPITALS
Though it may be disturbing to some at first blush, the state’s
“2a aati plan to get out of the mental hospital business is not all
d. :
State hospitals for the deranged were established back in the
dark ages before the advent of psychiatry and modern medicine
and treatment. ‘
They were known variously as “insane asylums,” “nut
houses,”’ ‘“‘booby hatches,”’ “funny farms,” and ‘‘snake pits.’”’
Being committed to such institutions was tantamount. to
assignment to purgatory. Few committed, if any, benefitted. They
were appropriately termed ‘‘human warehouses.”
With the transition from a rural people to a more urban society,
brought about by industrialization, these institutions came to be
utilized more and more as a placement for those in their declining
years. These were not mentally ill but those afflicted with growing
senility.
Because of this use and the fact that treatment for those truly
mentally ill was practically non-existent, California’s state hospital '
system expanded rapidly during this century.
But as medical science emerged from the dark period and the
practice of psychiatry gained, the need for such hospitals
diminished. Still, those without means. for private treatment
continued to be placed in the state facilities where hope for cure
was all but lost.
The breakthrough came from two directions. As the nation
progressed towards social reforms, social security and other
programs provided individuals with funds enabling them to live out
their old age without the necessity of being domiciled in state
hospitals. The other factor which contributed to the reduced need
for state hospitals was the discovery of wonder medicines such as
reserpine. :
So successful were these new drugs that hundreds, of mental
patients who had been bedded down for years and for whom all
hope was forsaken were suddenly resurrected and made well.
This of course was the turning point. It now seemed more
appropriate to provide treatment for the mentally ill within their
area of their own communities. And state funds were provided for
community care.
So the countdown on state hospital populations was commenced long before the Reagan administration and even before
that of Pat Brown’s.
That it has been slower than might have been expected has
been due to the failure, perhaps partly because of legislative
neglect in providing funds, to expedite the community programs.
Also it can be suspected a dragging of feet by bureaucracy in its
tendency to preserve its hospital domain.
But the Reagan administration is not all wrong in its desire to
close the state hospitals. ‘

existed.
The cold facts are that it has proven impossible to properly
staff the state hospitals. Overcrowding has been an ever present
problem. With overcrowding goes shortages of staff, medicines and
even supplies essential to the every day well being of humans.

Named to state honor band
Daniel Breen, a senior at peas
Nevada Union High School, was
selected from among 800 applicants to participate in the
State Honor Band held at
Anaheim High School, near Los
Angeles, last weekend.
Selections were based on
taped recordings which were
sent to a selection committee.
Breen’s clarinet recording
gained him a seat on the Honor
Band along with approximately
250 other music students from
over 200 of the state’s high
schools.
A concert was held Sunday
under the direction of noted
university conductors. Arthur
Fiedler has conducted the Honor
Band in the:past, as have other
respected conductors.
Since the group was large, two
bands performed. Breen left for
Southern California Thursday
and feturned after the concert
Sunday evening.
Breen was also a member of
the Northern California High
School Honor Band. The
selection of participants was
made on the same basis as the
State Honor Band, with
recorded solos being sent to a
selection committee.
{About 110 students took part in
the Northern California band’s
concert held at Chico State
University.
