bombing was a fear that Hanoi
had interpreted the 37 day lull as
a sign of weakness and desire to

The board authorized Koster to
engage the San Francisco engineering firm of Leeds, Hill and
Jewett to prepare a feasibility
report on the project.
With a feasibility report in hand,
the district could then go before
the California Districts Security
Commission for permission to call
the election.
The board last week authorized

Reclamation loan for enlargement of the district's water
transmission facilities.
Koster said both propositions
