much ‘consideration and debate
recently, so the directors decided to take a first hand look
at this: problem.
Along with manager ‘Frank
Clendenen and some staff members, a group toured the water
reclamation system (sewer system) last week.
NID signed a contract to take
over the Cascade water system
and later found the contract in-.
cluded the sewer. system. At
a later meeting, the board went
on record as rejecting this portion of the contract. Before taking any final action, however,
the board decided to take a
look.
At this week's board meeting,
Clendenen was asked:to report .
on the tour.
Clendenen said they found "'the

a bleak outlook.
"The micro floor type acetic
tank plant followed by a leech
line ‘was Visited during a rainy
period. It had a ruptured leech
line through which water was
flowing, which left an unsanitary
condition. The matter has been
referred to the county sanitarian, Hal. Cox," Clendenen concluded.
The NID directors were in
complete agreement with Clen-denen. NID has notified the
Quaker Hill Development Co,
that the water reclamation plant
at Cascade Shores will not be
accepted. Quaker Hill Development has.made no reply to
NID's decision. The company
is in possession of a contract
which NID signed.
It was signed, according to
ND staff and
Clendenen, without knowledge of
the part of NID officials that
, the sewer system was part of
the pact.
The contract went by NID's
Staff, attorney andthe directors.
Grass Valley attorney Harry
Wolters répresented Quaker Hill
when the directors accepted this
contract,
After the legal work had been
ironed. out, NID's. directors
uanimously accepted the contract which was presented, The
contract was minus exhibit B
and the directors were informed
this exhibit contained a property
description of the system.
The contract did not mention
a water reclamation or a sewer
“system, Exhibit B contained both
the water and sewer: system,
At the following meeting NID
attorney David Minasian viewed
the original agreement and said
"I'm surprised to find we assumed a sewer treatment facility. w

The training curriculum included 17 subjects, with emphasis on accident investigation,

law, dangerous drugs and drinking ‘drivers.
Co., was present at this meeting. He stated "I don't see how
the home owners could operate
the sewage facility separately
from the water system, As far
as we are concerned it's all
one and the same."
At a later meeting, this subject again flared, Clendenen contended that taking over the sys.tem's together would be feasible
to the district, He later said
the county approved the sewerage facilities so they should be
up to standards,
The tour showed they were
not, The settling ponds possibly
might handle the disposal from
five or six homes in Clendenen's opinion, The Cascade map
shows 49 homes are or will be .
hooked up to this line,
