week of the second session of
the 91st Congress was: Presiden Nixon's message, a fine re_ port to the Congress and to the
nation on the "State of the Union"
as viewed by the Nixon admin-istration.
As is often the case, only
the broad outlines of what the
administration believes must
‘ be accomplished in the year
ahead were contained in the
President's message. He envisioned a nation, at its 200th
amniversary six years hence,
", . . . abolished hunger,
provided the means for everyfamily in the nation to obtain
a minimum income, made enormous progress in providing better housing, faster transportetion, improved health and superior education. . .checked inflation, waged a winning war
against crime . . ; and made
great strides in stopping pollution of our air, cleaning up our
water, opening up new parks and
continuing to explore in space,"
Most important, the President
hoped for an America "at peace
with all the nations ofthe world."
The goals are outstanding and,
I am confident, are share by
every American, How we
achieve them remains to be seen.
Specific recommendations
will be made in a series of inoutline the “State of the Union”
at an impressive joint session
of Congress, attended by all the
members of the Cabinet, the Justices of the Supreme Court, and
many foreign dignitaries, I was
struck by two things -one sub‘ject, pollution control, was discussed in depth, while another,
high interest and. tight money
was passed over rather lightly.
The President failed to give
sufficient recognition tothe desperate need for providing adequate employment opportunity
for the two million young people
entering our labor market every
year and to those persons displaced from their jobs because
of technological advances.
* This, of course, is tied to
the problem of our economy and
the steadily rising cost of living.
We have tried a reduction in
federal spending. We have tried
new taxes, We have tried tight
money policies and high interest
rates. But, we have not stopped
the rising cost of living which
in the last months of 1969 advanced at critically sharp rates,
Inflation has not been stopped
and tight money and high interest
‘rates are hurting our economy
through. a serious reduction in
employment at a time when we
heed more, not fewer jobs. —
It is my sincere hope that
‘ dividual presidential messages the pledge made by the Presiwhich I anticipate will be submitted to Congress in the next
few. weeks,
