Department of Parks
and recreation report
SACRAMENTC — According to State Parks and Recreation
Director William Penn Mott, Jr., fiscal year 1970-71 wasa
pretty good year for the State Fark System.
Mott announced that the figures for the last fiscal year
have been compiled by his department, and except for attendance of 42,668,157, which is off slightly from the 43,984,960
reported in 1969-70, all facets of state park operation such as
acquisition of new property, development, and revenues showed
increases. : i
"There is no specific reason for attendance to be down,"
Mott explained. "It just appears to be part of a national trend.
We are off about 2-1/2 per cent from 1969-70, and the National
Park Service reports that its attendance is down 10 per cent.
"But the drop is in day-use attendance only,"' he added.
"More campers than ever enjoyed the State Park System-3,940,000 of them, an increase of 70,000 from fiscal year 196970,"
Mott reported that the size of the State Park Sytem increased 13,626 acres from 817,142 acres to 830,768 acres,
that nearly five miles of new waterfront were added to the system, and that an additional 194 picnic sites and 645 campsites
were installed. bringing the system total to 6,014 and 8,454,
respectively.
He said that in fiscal year 1970-71, his department spent
$4,331,233 for acquisition of new state park property, and received an additional $1,541,748 worth of new property as outright gifts and grants.
"We also recorded“an increase in the revenue-to-operation-cost ratio,"' Mott disclosed. "In 1969-70, with revenues
from fees and charges at $6,474,371, we recovered about 45
per cent of our operating costs of $14,313,841. This year, with
$7,0747,559 in revenues, we got back 47 per cent of our costs
of $15,128,629, a figure closer to our goal of 50 per cent.
Mott also revealed that of the 172 state park units operated
by the department. in 1970-71, six showed an attendance of 1
million or more. They are:
Pisrfto State Beach in San Luis Obispo County with 3,862,181
Folsom Lake State Recreation Area in Sacramento county
with 2,391,508
Bolsa Chica State Beach in Orange county with 2,088,671
San Clemente State Beach in Orange county with 1,719,104
Morro Bay State Park in San Luis Obispo County with
1,204,043Twin Lakes State Beach in Santa Cruz County with 1,055,070

A few state parks are already booked solid for Washington's Birthday weekend, the first three-day weekend this sea-son, but there are still lots of good campsites left throughout
the state. February 8 was the deadline for making reservations
for his holiday period.

are Sonoma Coast State Beach in Sonoma county, Seacliff and
New Brighton State Beaches in Santa Cruz county, Morro Bay
State Park and Pismo State Beach in San Luis Obispo county,
and_Anza-Borrego Desert State Park in San Diego and Imperial __
counties. Other parks and beaches along the southern coast
and.in the desert are filling fast. :
Last year, in its first full year of operation, the Ticketron
computerized campsite reservation system was used by over
100,000°familes to reserve over 300,000 nights of camping in
state parks. Another 640,000 people used it to reserve tours
at popular Hearst San Simeon State Historical Monument.
Reservations for most.state park family campsites can be
made at any of the more than 240 Ticketron outlets throughout
the state, or by mail or in person at the headquarters of the
California Department of Parks and Recreation, 1416 Ninth

State prepares new
tables on withholding
SACRAMENTO — The Franchise Tax Board is preparing
supplementary withholding tables to avoid overwithholding
for individuals claiming more
than normal itemized deductions
on their state personal income
tax, according to Houston I.
Flournoy, state controller and
chairman of the Franchise Tax
Board.
"The withholding tables must
necessarily be constructed
around the standard deduction,"
Flournoy explained. “This
means that the individuals who
claim itemized deductions in
excoss of the standard deductions will have a smaller tax
liability but the amout withheld
from their pay checks will not
reflect this.” :
A supplementary set of withholding tables reflecting the new
procedures are being prepared
and will shortly be released to
all employers of record by the
Department of Human Resources
Development, which collects
withheld funds for the Franchise
Tax Board. «
Individuals who are now
claiming additional withholding
allowances on their federal W-4
form need make no changes,
Flournoy explained, They need
merely inform their employer
that they wish these additional
allowances converted for state
purposes.
