> ——_ —— % The Nevudle County Nugget Wed., Jan. 1,1975 etath Irrigation District director James McAdams Thursday issued a_ $5,000 challenge to R.W. Downing of Nevada City regarding the results of McAdams re-election bid for another iad on the board. McAdams took expen to recent letters to the editor of The Union by g saying, ‘This latest letter—_(published December 24) is ‘isthe . most assinine. position I’ve ever seen published by-anyone”’. He added that Downing ‘‘didn’t have enough guts to run against me last time but if I run for reelection I put up $5,000 that I’ll beat his candidate’. The letter of December 24 deals with the installation of meters by NID with Downing claiming that ‘‘The adoption of meters by NID is threatening valuable water rights which will be desperately needed later’’. He goes on to say that it behoves district voters to employ the best talented directors and management personnel possible to guide both the use being made of the water distributed and the preservation of our water rights. “We should avoid persons who disregard: both”. Director McAdams claims the letter was directed at him and he made a‘ point-by-point rebuttal of its contents. He states that NID has been mandated both by the Department of Water Resources and other agencies to install meters. He said that “Our water rights are secure.” By using Downing’s figures of536 cubic feet in 1970, 444 in 1972, 357 in 1972 and 231 in 1973 he said . that by 1976 the district would have a negative quantity of -100. “If that were true our customers could claim a reverse flow of water through meters and sell it back to us.” Delbert. Hedges of NID’s water department came to McAdams aid by saying that “‘Downing’s are a bit off.”” He said that without meters construction costs would skyrocket. “Our facilities would have to be doubled in size if we didn’t use meters’? was his claim. An example given by Hedges is the Elizabeth George. Treatment Plant on Banner Mountain where in 1970, without decided meters, the plant was running at full capacity of 30 acre feet per day. Since meters have been installed consumption has dropped to 17 acre feet during the “‘heavy use” months of July and August.
