Without better planning, as much as 3,000,000 acres of highly productive irrigated agricultural land may have to be turned into cities before 1980, By 1980 we must create five millionnew jobs, We must provide 160,000 elementary and high school classrooms at a cost of six and one-half billion dollars, We must construct water projects that will store about 16 million acre feet of water, at a cost of about five billion dollars, by 1980, Wecan expect over 100 million visitor days in our national forest and national parks in California per. year around 1980. Every metropolitan area now suffers increasingly from air pollution, and there is no scientific breakthrough which will reverse this procedure. The danger andthe reality of water pollution exists from Oregon to the Mexican border. The present overdraft on the underground water supply of the SanJoaquin Valley is more than 3,5 million acrefeet per year, or over three times the deficiency existing when the Central Valley project was planned. The situation can be expected to get worse. Pumping depths will increase at the cost of irreparable damage to underground water basins. By 1980 California will have built a 12,400 mile freeway -expressway system, 12,400 miles is about the distance between California and Afghanistan, The 17 million cars in California in 1980 will consume over two million acres of land for parking, for driveways and garages, forroads, highways and freeways. Thus, in 20 y ears two percent of all the land in California will be signed, sealed and delivered tothe exclusive use of cars.
