effective negotiations at this
time are “slimnr, " and that
negotiations would be largely
dependent “on the initiatives and
efforts of the combatants, "

Republicans Aiken of Vermont
and Boggs of Delaware and Democrats Muskie of Maine and Inouye
of Hawaii, reported that the
overall situation in South Viet~nam is the same as it was a. year
ago, The Viet Cong still controls
what it controlled then, and “as
the war has evolved, the question
is not one of applying increased
U.S. pressure to a defined
military situation, but rather of
pressing against a military situation which is, in effect, open

Placer Supervisors Hear
Koster On Auburn Plan
Placer County Supervisors held
a three hour public hearing Tuesday in Auburn to discuss the
possibility of forming a water
service area to serve domestic
water to the North Auburn area,
The hearing was finally continued without any action until
2 p.m, Feb. 1.
The water service area idea has
been spearheaded by Placer
County Supervisor Will Jones,
During the past year there have
been more and more demands
from residents and from county
and state health officials for the
Nevada Irrigation District to
supply treated water to the entire
area.
The NID initiated a feasibility

treatment plant and transmission
facilities for the whole area, At
the same time the Placer County
Supervisors came up with the
water service area idea.
The NID board of directors and
manager Edwin Koster attended
the Tuesday hearing and Koster
spent more than an hour answering questions,
The general position expressed
by Koster was that the supervisors
were forming a water service area
without tie consent of the
governed within the proposed
area. He also pointed out that
creation of the new service area
would cause an overlapping of
taxing districts since most of
the land proposed for the service
area is in the boundaries of*nd
is taxed by the NID, ;
The current proposal calls for
the new district to buy water
wholesale from the NID, but
Koster posed the question of how
the service area proposed to distribute it since the NID owns the
water transmission facilities in
the area, He said the proposal
showed no budget for construction
or purchase of facilities and he
asked the supervisors if they were
considering “confiscation, "
Finally the local manager
pointed out that the NID had the
experience and the bonding
capacity to create a/long range
treatment program for the area,
It would cost more than the Placer
proposal, but it would do more
and better serve the expanding
needs of the future,

favor of the raise and Mayor John
Hodge broke the 2-2 deadlock,
