The Hemisphere in Crisis ‘ By Galo Plaza Lasso WASHINGTON, D.C. Latin America ‘today faces a crisis. different from all others in history because it is climactic, Its population is outrunning its civflizing services — education, housing, jobs, social benefits, and even food production. The Alliance for Progress is a tremendous international effort to catch up with and surmount this The Organization of American States, of which I have the honor to be Secretary General, is at once a pacemaker in the race, a complex of instrumentalities through which to win it, and a _peace-keeper while the race is being run, I want to emphasize three points, First, the framework of the effort: "Free men working through the institution of representative democracy can best satisfy man's ‘aspirations, including those for work, home and land, health and schools," This phrase from’ the Alliance for Progress Declaration suis up the foundation principle of the inter-American system and of: the OAS Charter. I know from experience in my own country that to govern democratically is the hard way. For. it is not possible to flick a few switches and turn on democratic institutions. They must be painstakingly cultivated. But the magnitude of the task is no justification for failure to attempt it. ; The OAS is not waging an "{deological offensive” per se, but it is promoting democracy. The. Alliance for Progress: itself. promotes democracy, as it improves Latin Americans’ well-being and equips them to participate in the democratic process, Specific OAS-created instrumentalities that foster democracy include the Pan American Development Foundation, which makes grass-roots loans to Latin Americans; and the OAS Human Rights Commission, which works to promote respect for human rights. Next, I want to point out that a myth keeps the American public from grasping the full import of the Latin American development effort, This myth has been partly responsible for recent cuts in U.S, aid to Latin America. 3 The truth is that "aid" is.a misnomer for the United States' economic cooperation with Latin — America, just as the idea that Alliance help is a U.S. "giveaway" program is a dangerous fiction, e Since 1961, Latin Americahas invested 1129 billion dollars inthe Alliance effort, while. the United States supplied six billion, virtually all as loans, Latin America has thus supplied over 90 per ‘cent of Alliance for Pr ss financing.. Since 1961, loans ‘to Latin America have earned the United States $734 million in interest. Total interest and loan repayments amount to $2.9 billion.This is no “giveaway”. My final point concerns the future. President-elect Nixon said in his Latin American policy statement, "Our emphasis should be upon trade instead of aid, Pro_ tion include: anew inter-American fund to assist in the stabilization of the prices of Latin American’ commodities; special financial assistance to those * countries burdened with interest loads on their debts; and a system of tariff preferences for . Latin American exports," These are vital steps in the right direction, and I congratulate Mr, Nixon. But I fear that ‘an inordinate immediate stress on trade instead ofaid could achieve the opposite of what we are all trying to accomplish. Realistically, even with the most favorable trade policies, it will still take some time
before Latin America's exportearnings can expand sufficiently to replace all U.S. financial cooperation, As noted above, U.S. official loans to Latin America bear a. hefty interest. They help make. possible, moreover, the very healthy U.S, favorable payments balance vis-a-vis Latin America, which in turn helps stabilize the U.S. dollar. The U.S, export trade that the loans keep moving creates hundreds of thousands of U.S. jobs, as well as profits for U.S, investors and taxes for the U.S, treasury, In short, the still-necessary cooperative financial effort of the Alliance greatly benefits the lender, as well as the borrowers, CHP will cite for faulty smoggers The California Highway Patrol will issue citations when the required smog control devices are found to be missing or disconnected in ramdom roadside inspections which the Patrol conducts on about 150,000 vehicles each month, Lt.
