This wood block print, tragedy of Nov. 22, inspired by the 1963, showing a falling eagle, willbe sold for $15. The 50 copies could bring $650 which Mrs. Hackett intends to place in a separate account until she can find a Kennedy Scholarship Fund. The print will be sold at the Nevada City Artists' Gallery and at The Pioneer, according to present plans. Anyone know of a Kennedy Scholarship Fund? A penalty of $800 was assessed against the-bill of A. Teichert, Sacramento contractor, by the Grass Valley City Council Tuesday night because of the late completion of the Alta Hill street improvement. Representatives of the contracting firm objected tothe penalty---$100 per day for eight CONTRACTOR PENALIZED 800 ON ALTA HILL PROJECT days---on the ground that the job could not have been corhpleted earlier, But the 3-1 council vote put the penalty clause of the city's contract with Teichert into action, Councilman -Margarette Brown Meggs voted,. "No", explaining Nevada City's hopes that the state would install a Nevada City directional sign at the intersections of Brunswick Rd, and the Colfax Highway and at Brunswick Rd, and Highway 49 were dimmed by a letter received from the California Division of Highwalys last week. Rd, as the route to Nevada City would not be in the best ifiterest SCENIC HIGHWAYS Planners Ask If Board Wants Highway Zoning The problem of how to protect Nevada.County's "scenic highways" was discussed again by the county planning commission . Monday night. On motion of John Freeway Talk Slated Representatives of the Calitornia Division of Highw ayshave been invited toattendtheFeb. 10 meeting of the Nevada City Council to discuss parking and landscaping. The city councilis expected to tell Division of Highway officials at that time the extent to which the city desires use of freeway right of way property for parking. It is possible the Division of Highways may havea landscaping plan for presentationto the council at that time, The city is expected to request time for a study of the plan when it arrives. Discussion of an anti-billboard ordinance along the Scenic Highway---freeway ---will also come before the council at the Feb. 10 meeting. City Attorney Bill Wetherall told the council Monday night that he would prefer to bring a new billboard ordinance to the meeting for council discussion and a Looser, the commission voted to write a letter to the board of su. pervisors outlining the problem . and requesting advice on how to proceed, Recent use -permit applications for trailer parks along Highways 20.and49, which have been proposed. for inclusion in the state Scenic Highway System, precipitated the scenic highway discussion. Francis Longo, Truckee representative on the planning commission, pointed out that Highway 20_east_of Nevada City is one of the most beautiful drives in the state, yet the county has no standards for protecting a scenic strip along the road. He said the pressure for development along the county's scenic routes has increased and will increase more, and the planning commission has aresponsibility to face the issue, because it will not go away, Deputy district attorney.Frank Francis said that the state Scenic Highways Act of 1963 places the
responsibility for protecting the "scenic corridor” outside rightsof-way on city and county governments,The letter to the board of supervisors will ask whether the board would like the planning commission to propose provisions for possible scenic highway zoning in the county. of Grass Valley, the letter said. Orleans Flat, today that she was of a mind to’ make the penalty “the full$2500" to cover the 25 days that Teichert's ctews were late in completion of the job. Engineer Pat Ingram had suggestedtothecouncil that 17 days of the 25 could be: "reasonably" explained for a number of reasons, Mrs. Meggs had seemed to agree that the $800 penalty was fair---perhaps too fair to Teichert-~--to the city. But as representatives of Teichert continued to press for acceptance of the final billing without penalty, Mrs. Meggs apparently decided that if the. contractor wanted “nothing” then she would go for “all”. Teichert's representatives hada schedule prepared to show that “intheory” the job couldn't have been completed until Jan. 3. As it was, the job was completed Dec, 31. Main delay, they explained, was in getting pipe for under ground work on the water system. In bidding the contract, the firm had been told that the pipe would be available in 14 days, After getting the job, suppliers said it would take 45-60 days to manufacture and deliver the pipe. The city's contract called for completion in 100 days, T eichert flew the pipe from Chatanooga, Tenn., the representatives said in explaining the extentto which they tried to ~ meet the deadline. And when it wasn't raining, crews even worked Saturdays and Sundays, “That's your business," Mrs. 4 '. Meggs told the men. * The contractor's representatives also noted that they had i] asked for an extension of time on the job, and that the city had refused. This in spite of the verbal ‘. assurance of Ingram that there . would be no problem in getting ‘. an extension, according to Tei. chert’s men, "We're sorry, but..",° Mrs, _. Meggs answered. She cited the inconvenience that residents of Alta Hill suffered, and the cost to the city of some work on Alta Hill during the construction period, Other councilmen agreed that “a contract is a contract", and this particularcontract called for a penalty of $100.per day beyond the 100 day term of the job.
