Nevada County’s Local
Agency Formation Commission
(LAFCO) denied request for
annexation of 8,000 acres in
Martis Valley, Placer County, to
Truckee Sanitary District.
Mrs. Sharon Boivin was
named acting county planning
director to succeed David
Porter who was named to that
post following the earlier
resignation of Stanley Mansfield. Porter accepted a similar
post in Hood River County,Oregon.
Grass Valley City Council
voted a 55 percent increase in
water rates fo.help defray costs
of a new water treatment plant.
Errol Christman and Dick
Brooks were rescued from
certain death after being
trapped for approximately 30
hours by a cave-in of the old
Brush Creek Mine. j
NOVEMBER: County voters
nixed thé proposed 35. percent
salary increase for supervisors
by an almost 6 to 1 total vote.
Harold A. Berliner, public
defender since February,
resigned due to “‘an increasing ~
private practice of law.”
Terrance Lowell was named
county director of public works
to succeed Harry Hider,
resigned.
County Clerk Ted Kohler was
directed to remain as executive
officer of LAFCO, until the
commission could contract with
an outside firm to serve in that
capacity.
Supervisors allotted the sum
NID adopts 1974 budget
A final budget of $3,931,393 for
the year 1974 was
recently at an adjourned
meeting of the Nevada
Irrigation District board of
directors.
The budget reflects ‘belt-.
tightening’ measures NID is
being forced to take in limiting
the number of projects they
undertake next year because of
the failure of the federal
government to come through
with some $1.6 million in supplemental loans.
In making last minute
changes in the preliminary
budget directors were forced to
cut back many ‘non essential’
projects so that those already
underway could be completed.
The two most important are 964
projects of the bureau of
reclamation and Davis-Grunsky
projects.
A spokesman at NID said
these projects must come first
because the district has already
completed portions of them and
must, under contract, finish
them.
As for other projects NID’s
Chief Engineer Bud Fritzsche
said Friday that a priority list
chas been established. He indicated that some of the larger
projects more than likely will
not be completed because of a
problem the district is having
getting materials. ‘We have
jobs we think we can construct
of $5,000 for a recycling center at
the McCourtney Road landfill.
Grand Lodge IOOF sent a
delegation of officers to assist in
ceremonies for the 100th. anniversary of Oustomah Lodge in
Nevada City.
The golden wedding anniversaries of Mr. and Mrs. E. I.
Dickhouse and Mr. and Mrs.
Sidney Hocking were celebrated
during November.
Sargent Chapman received
his Fifty-year Masonic ring
from Nevada Lodge No. 13,
F&AM, Nevada City.
Grass Valley Elks honored
Jim Sheridan upon retirement
from his work with the order and
from his profession as pressman
for The Union.
DECEMBER: Mr. and Mrs.
Jack Tamblyn celebrated their
golden wedding anniversary at a
family dinner party.
Merlen Penrose, U. S. ForestService employee for 20 years,
retired from her position in the
supervisors’s office of Tahoe
National Forest.
Roman Rozynski was installed as president for 1974 of
Nevada County’s Historical
Society, succeeding Fay M.
Dunbar. cay
William Hager, Grass Valley
attorney, was named to succeed
Harold A. Berliner as public
defender.
Three past masters of the
Grass Valley Masonic Lodge
were awarded 50-year pins;
and can’t because of the lack of
materials”, he said.
Fritzsche said that steel is the
biggest problem at the present
time and added that the way the
economy looks it might remain
so far into the future. “One
company told us that when
ordering steel storage tanks the
waiting period would be one
year”, he concluded.
Board member James
McAdams asked Fritzsche if
there are any emergency
projects. that must be done
immediately. Fritzsche said
there were none he would call
‘emergency’ but did list a few
where ‘the situation is bad’.
Top of the list was at Lake of
the Pines where problems with a
faulty filter system has caused
trouble with water meters and
several customers in the area
have complained of sand in their
water.

at the Alta Sierra treatmentplant. ‘‘We need a storage tank

difficult”.

judicial council could assign
another judge to the case, it will
be ‘‘continued from day to day.”

lot sales at

TRUCKEE The U. S.
Housing and Urban

Tahoe Donner near here.
Dart Industries announced the
approvals as this area’s ‘second
home’ resort began to sell lots
again, assured of a
supplementary source of water
from a well while its right to
Donner Lake water is tied up in
a lawsuit and a state water right
application. :
Each lot is being offered with
a pledge of water by next July 31
or a cash refund. Lot sales were
suspended in August.

Meeting called to order at the
hour of 1:35 P.M., Supervisor
Curran absent.
Upon the request of the
Deputy County’. Counsel, the
Board immediately went into
Executive Session to discuss
litigation. The hour is noted as
1:36: P.M.
Meeting called to order at 2:15
p.m., Supervisor Curran absent.
A motion was made, duly
seconded and passed
unanimously, to recess the
Board Meeting until after the
Court Hearing scheduled this
date in the Superior Court at
2:30 P.M., regarding the
declaratory relief suit, and upon
completion of said hearing, that
the Board of Supervisors
reconvene.
' Meeting called to order at the
hour of 3:14 P.M., Supervisor
Curran absent.
Upon request of the DeputyCounsel, the Board once again
went into Executive Session to
discuss litigation.
Meeting called to order at 3:25
p.m., Supervisor Curran absent.
A motion was made by
Supervisor Turner, seconded by
Supervisor Filer and passed
unanimously, that in light of the
proceedings that went on in
Court today, which did not
roduce a result in this case,
that this Board should appoint a
Committee to develop guidelines
since at this time we have no
poe from the Secretary of
tate to abide by. The law states
that local agencies may adopt
their own guidelines. -Said
Committee ‘to meet with the
County Counsel’s Office and the
Fiscal Officer, to draft a set. of
guidelines that would
encompass all employees of
county government. This would
cover all elected as well as
spreinee Department Heads,
all county employees, all
members of ommissions,
Committees, Boards,
Districts, who have business
from time to time before the
Board, and over whom _ the
Board has jurisdiction.
It is noted that the Deputy
County Counsel indicated that
they will determine which of
those that the County Board of
Supervisors has jurisdiction
over and will: make that
determination for the Board.
Chairman_ Long appointed
Supervisors Turner and Filer as
the Committee who will work
with the County Counsel and the
Fiscal Officer in preparation of
the aforementioned guidelines.
When asked if said guidelines
will be, ready for adoption on
December 26, 1973, the Deputy
County Counsel indicated that
Le will not, but due to a Court
Order introduced today, that he
will ask at that time that the
Board continue in session day to
day from that day on. Perhaps
they will be ready for adoption
