Wednesday, Jan. 24, 1968 ~ Senat By Sen, Stephen Teale of every legislator. There are a variety of alternatives that may be considered which could directly orindirectly reduce ’ taxes on property. The Governor has indicated he will make re~ commendations on implementing tax relief. His proposal, of course, will be examined along with other possible methods. In any examination of property tax relief, several things should be made clear at the outset. First, no one is going to receive a check for property tax relief from the state. Have ou ever received a misdialed call? Most of us have, I guess. And you numbers result from the party having the right number in mind, but accidentally dialing one number out of place. And just as one letter makes a big difference in a word, one number makes a big difference in a phone call. Although ‘one proposal to give all property owners a $50 blanket tax relief check has already been made, it now appears clear that any tax relief coming out of the current session will be in the form of reduced local taxes due to increased state aid. This will be relected on the local tax bill next year in lower taxes, but if you are waiting for your share in one lump payment, forget it, Secondly, in discussion of AB 272, it must be remembered that this is a school finance measure and, therefore, it appears clear that property tax relief resulting from it will show up in the local tax bill for schools. Finally, it is also fairly clear that no matter what plan is used to distribute this money to.create property tax relief, someone is not going to like it. Knowing all of these things, one can thenproceedto methods, — As stated earlier, one method already in the hopper would be to give all property owners a specified amount. Another widely discussed method would be to use all of the $155 million for support of . junior colleges, thus reducing the local tax bill. I have some Serious reservations about this plan because it would bring great benefits to some areas andlittle or none toothers, Alpine County, for example, has no junior college or junior college affiliation. The property owners in that county, under this proposal, would receive no property tax relief at all, _ I firmly believe that any property tax relief program should be worked out in a way so that every taxpayer will have aclear indication of its impact. Trying to find an answer to this question is somewhat akin to a juggling act. Tax. relief can conceivably come in manyforms, but it will be of little . value or relief if we return more money to local government to relieve the local prov
~ Grass Valley Teacher Is Honored by PTA A Grass Valley school teacher was awarded an Honorary Life Membership during Monday's meeting of the Grass Valley Elementary School Parent Teachers Association. The award, presented to Mrs. Zoe Branagan Christin, was created as evidence of the esteem in which the PTA holds devoted service to children. Mrs. Christin taught in the public schools for 39 years, 35 of which were with the Grass Valley School District. She received\ her bachelors degree from Sacramento State and an engineering credential from Stanford.
