will be a major issue that will
receive very serious attention

a variety of alternatives that
may be considered which could
directly orindirectly reduce
’ taxes on property. The Governor
has indicated he will make re~ commendations on implementing
tax relief. His proposal, of
course, will be examined along
with other possible methods.
In any examination of property
tax relief, several things should
be made clear at the outset.
First, no one is going to receive a check for property tax
relief from the state.

have, I guess. And you
numbers result from the
party having the right
number in mind, but accidentally dialing one number out of place. And just
as one letter makes a big
difference in a word, one
number makes a big difference in a phone call.

Many people have found three easy ways to help
their calls go through faster, easier. and with less delay.
(1) look up the number before calling;
(2) have paper and pencil near the phone and jot
down the number before you phone; and
(8) always watch the dial when dialing.

Although ‘one proposal to give
all property owners a $50 blanket
tax relief check has already been
made, it now appears clear that
any tax relief coming out of
the current session will be in
the form of reduced local taxes
due to increased state aid. This
will be relected on the local
tax bill next year in lower taxes,
but if you are waiting for your
share in one lump payment, forget it,
Secondly, in discussion of AB
272, it must be remembered
that this is a school finance measure and, therefore, it appears
clear that property tax relief
resulting from it will show up
in the local tax bill for schools.
Finally, it is also fairly clear
that no matter what plan is used
to distribute this money to.create
property tax relief, someone is
not going to like it.
Knowing all of these things,
one can thenproceedto methods, —
As stated earlier, one method
already in the hopper would be
to give all property owners a
specified amount.
Another widely discussed
method would be to use all of
the $155 million for support of
. junior colleges, thus reducing
the local tax bill. I have some
Serious reservations about this
plan because it would bring great
benefits to some areas andlittle
or none toothers, Alpine County,
for example, has no junior college or junior college affiliation.
The property owners in that
county, under this proposal,
would receive no property tax
relief at all,
_ I firmly believe that any property tax relief program should
be worked out in a way so that
every taxpayer will have aclear
indication of its impact.
Trying to find an answer to
this question is somewhat akin
to a juggling act. Tax. relief
can conceivably come in manyforms, but it will be of little .
value or relief if we return
more money to local government to relieve the local prov

A Grass Valley school teacher
was awarded an Honorary Life
Membership during Monday's
meeting of the Grass Valley
Elementary School Parent
Teachers Association.
The award, presented to Mrs.
Zoe Branagan Christin, was created as evidence of the esteem
in which the PTA holds devoted
service to children.
Mrs. Christin taught in the
public schools for 39 years, 35
of which were with the Grass
Valley School District. She received\ her bachelors degree
from Sacramento State and an
engineering credential from
Stanford. In addition she attended the Universities of Mexico,
Oregon and Nevada, the College
of Arts and Crafts, University
of California, and the School
of Design at Carmel.

in the additional revenue. Find_ing some balance between providing funds for realistic property tax relief without raising
taxes out of sight on another
level, will be the secret of this
juggling act.
Next week I would like to discuss. some of the other possibilities for property tax relief
now being discussed in the Legislature.

Davis Ranch
Areas Opened
To Sportsmen
Don Lehman, General Manager of. the Davis Ranches in
Colusa county announced today
that certain of the ranch pro-:
perties would be opened to public hunting and fishing in 1968
on a limited membership basis,
The action authorizing the
activity was taken by the ranch
owners at their recent annual
meeting. In making the recommendation to the owners, Lehman pointed out that such action
would enable full utilization of
a natural resource, provide for
the maximum security of ranch
property and corps, and provide
excellent outdoor recreation for .
the optimum number of families,
The ‘Davis Home Ranch"
which is located near Sycamore,
will be the first to be included
in the new activity. The ranch
encompasses approximately 8,
600 acres and adjoins some 3miles of the Colusa: Wildlife
Refuge, in a portion of Colusa
county that has long been popular with waterfowl and pheasant
hunters,
