Larson, was named Boss of the
Year at the dinner attended by 75
Jaycees, wives, guests and local
officials,
R, Peter Ingram of Nevada City,
a former winner of Outstanding
Young Man Award, made the
presentation to Long.
He cited Long's church work,
his work on the successful recent
high school bond issue, his meinbership in the Grass Valley
Rotary Club, his youth activities
and his work as line coach with
the Nevada Union High School
football team,
Long majored in business administration at UCLA. In his
senior year, he was named the
outstanding player of the Shriner's
football game, He was soon
drafted by the Los Angeles Rams,
but was later traded to Detroit
where he played for five years.
He was later traded back to the
Rams where he played for two
years before ending his career
with a year on the Dallas Cowboys,
He came to this area in 1963,
He and his wife, the former
Betty Jo-Majors of Grass Valley,
live on Slate Creek Road, ~
Guy ‘airchilde, planner with
the State Department of Water
Resources, was the main speaker
of the evening. He said Nevada
County wasin the center of “one
of the most fantastic water development areas of any place at
any time." He said the state was
growing at an amazing rate and
recreation room for all of these
people would have to be found,
Fairchilde said he was happy to
see the county planning director
at the dinner, He said he was
enthusiastic about planning because the development going on
here now would bring about profound changes in the future,

Grass Valley Area Is Picked
For Junkyard Screening Plan
Beauty has finally come to the
Grass Valley area. Itisnonetoo
soon,
The area just south of the city
limits on Highway 49 last week
received the dubious honor of
being one of five in the state to
be the first to receive federal
highway beautification funds to
hide junkyards,
The California Highway Commission last week granted authority to the State Division of
Highways to expend $93,000 for
the planting to screen junkyards
from view along public highways,
All of the funds will come from
the federal government under the
new Highway Beautification Act.
The money is administered by the
state after project areas have been
selected by the state and then
reviewed and approved by the
federal Bureau of Public Roads,
The Grass Valley area project
on Highway 49 takes second
place only to Route 17 near San
Quentin in order of priority
listing. Other areas picked for
junkyard disguise are Route 88
near Martel; Route 99 near
Madera and Route 99 near Atwater,
“Because we do not want to
waste any time, " State Highway
Engineer Jasper C, Womack said
in arelease last week, “the
Division has completed basic
plans for 15 of these projects,
We will advertise for bids on
about five each month during
the next 90 days,"
County's Fight
Program Has
Nevada County's fight to keep
a Truckee sheriff's deputy from
being forced to pay back retirement pay to the state has now
reached the State Senate.
Nevada County Auditor-Controller John T, Trauner, who has
been in the center of the controversy along with county personnel
commission chairman, Mrs. Lou
Kennedy, told the Nugget this
week that State Senator Paul J,
Lunardi had prepared a bill to
modify the law requiring that
employees pay back retirement
money they have taken out of a
city operated system if that city
later joins the State Employees
Retirement Plan,
The Nugget, in a special report
Jan. 6, reported: the case of
Deputy Robert Schooley who had
been informed by the state that
he would have to repay $2,200 ©
of his own money he had withThe Highway 49 project south
of Grass Valley is the only one in
District III although four or five
more are being considered according to officials in the district
office in Marysville.
The Grass Valley junkyard
screening will take place along
the east side of the highway.
State plans call for start of the
work before June 30. The work
of landscaping and planting of
fast growing trees or shrubs will
cost an estimated $5,000.
Nevada City Chamber Will
Install Officers Saturday
Ralph Friedrich will be installed
Saturday night as president of the
Nevada City Chamber of Commerce at the annual meeting in
the Victorian Room of the Nation‘al Hotel,

the unexpired term of John Reed
who resigned last year,
Assemblyman Gene Chappie of
Cool will be the featured speaker
of the evening. He will discuss
the recreation possibilities in
" Nevada County,
Bob Paine will act as master of
ceremonies and Robert Wood,
manager of the Sacramento
Valley Council of the Califomia
Chamber of Commerce, will be
the installing officer.
_ Mary Lou Steger will be installed as vice president and the
following new directors will also
officially take over their duties:
Arlene Miller, Charles Allert,
Larry Farchi, Paul Bergemann,
Jr., Jerry Smith and Don Hoagland. Hold over directors are
Dick Knee and Babe Childers,
Friedrich has announced that
the evening will also feature
some surprise entertainment,
The cocktail hour will start at
6:30 p.m. and dinner will be
served at 7:30,
With State Retirement
Moved Up To The Senate
drawn from the City of Vallejo
retirement program back into the
State Retirement Plan. He is
also being asked to pay $800
interest.
Since Schooley left Vallejo,
the city joined the state plan,
Nevada County hadno retirement
plan when Schooley came here,
but has since joined the state
program,
By paying back the money he
had withdrawn from Vallejo,
Schooley would receive retirement credit for his nine years of
service with that city, There is
only one drawback--he does: not
have the money andat his present
salary it would take one third of
his pay over a five year period to
pay it back, The alternative is
to quit.
The matter was picked up by
Trauner and Mrs. Kennedy and
taken to the otfice of Senator
Lunardi, After consultation with
state officials of the state retirement plan, they were told the
law was mandatory, Lunardi
asked for a legal opinion.
Late last week Trauner was
notified that the law had been
ruled mandatory, but that the
state had stopped all action to
force Schooley to make repayment until a determination was
made on a legislative remedy of
the situation,
Lunardi already has the bill
which would simply give the
employee a choice in the matter,
If the bill does not go through,
the state will start action again
to get Schooley to repay the
money, Trauner says he will
refuse to attach the deputy’s
salary and if and when the case.
gets to that point, the next step
will be to go to the courts,
