SACRAMENTO — A final public discussion on the Point
Mugu State Recreation Area will be held in Santa Monica Tuesday, February 2, the California Department ‘of Parks and Recreation has announced. ,
The meeting will be the last before official action is taken
on the proposed development plan for the area at the regularly
scheduled meeting of the State Park and Recreation Commission in Oroville, Butte County, on February 11, according
to Department Director William Penn. Mott, Jr., who will conduct the Santa Monica session,
Mott said the Commission would not have time to hear
further public testimony at its regular meeting, and was taking
this step to allow people in the Los Angeles area an additional
chance to express their views.
"This is the fifth meeting we've held on this subject,"
Mott noted. "We've given everyone ample opportunity to state
his position, and have made a number of modifications in our
plan as a result, The decision should not be delayed any longer."
The meeting is scheduled from 1 to 5 p.m, in the East
‘Wing Conference Room of the Santa Monica Civic Auditorium
at Pico and Main Streets, Santa Monica.
The proposed plan will leave more than 90 per cent of the
6,540 acres undeveloped except for riding and hiking trails,
and will include a 150-acre reserve to protect stands of native
grasses valued by botanists, Mott stated. Archeological sites
anh by UCLA and Department archeologists will be proected. ,
Principal development will be in the upland La Jolla
Valley, where camping and related facilities will be distributed,
and along the two-mile stretch of ocean beach, where parking,
sanitary facilities, and a snackbar concession will be located.
Plans for#the freeway. itself are indefinite, the Director
was told by the State Division of Highways at an earlier public
meeting, so the multistoried parking-and-motel structure designed to straddle a proposed freeway along the beach has been
dropped.
Also dropped from plans is a proposed golf course for the

for fire protection, will be the setting for group camping units.
This will allow the shifting of a 100-person group camping
‘site from an area now to be preserved for native grasses. It
will also provide space for four additional group camping areas,
each serving 50 persons, 2
The plan continues to provide 100 tent campsites, 120
trailer campsites, and 175 sites for pickup campers. Fifty
cabins will be provided for people who do not have camping
equipment. A camping supply store, similar to the type at
Pfeiffer Big Sur State Park, will be included to serve campers' needs, n
The plan also includes 150 units for family picnicking,
plus a group area for 150 people, A youth hostel to accommodate 100 young hikers and bicyclers is also planned,
Recreational facilities in the La Jolla Valley area will
include a 4-foot-deep recreation swimming pool and a simple
enclosed shelter for recreational activities and interpretive
programs during inclement weather. Proposed court facilities
for tennis and other games have now been deleted, Mott noted.
An environmental educational center, patterned afterAsilomar State Conference Grounds but smaller in scope, will
house up to 240 conference-goers overnight, and provide meeting space for up to 500, Emphasis will be on conservation
education with special attention given school groups.
A 100-acre recreation vehicle area will be developed in
the northernmost corner of the area, about a half mile northeast of Wovds Canyon and about ‘two air-miles and two ridges
from the camping area in La Jolla Valley. ~
An equestrian center will be built at the southeast corner
of the park, at the head of Big Sycamore Canyon and about
one mile south of the Woods Canyon entrance. kt will have
camping for 32 persons and facilities for stabling horses.
From it, there will be access to 15-to 30 miles of riding and
hiking trails, including a major trail down Big Sycamore
Canyon to the sea, A bicycle trail will roughly parallel this
route.
A small archery facility will be located at an old quarry
off the La Jolla Canyon Road. Proposed facilities for model
airplanes and a marksmanship range have been dropped, Mott
said. {
At full development some 15 years hence, total use for the
entire state recreation area is expected to reach about 22,000
on peak days, with about three-quarters of this attendance at
the beach, Mott estimated.
To date, the State has invested $16.6 million in acquisition of the site. Another $3.2 millio: is scheduled for sewer
and water lines and road construction th*s year.
The land was purchased with funds from the 1964 State
Park Bond Act. Bond funds will also be used for initial development of basic utilities and roads.

use in 1974, :

Sally Lewis, head of the commission, told the ‘supervisors
by letter this week that. the
markers .will be installed as
permanently as possible, but
signs also should be erected
warning people that it is illegal ‘to deface or steal such
markers, She asked that the
road department provide the
warning signs, and the board
agreed to have this done.
Other business handled by the
board Tuesday included these
items:
— An assignment of contract
to do laboratory work for Nevada General Hospital was approved. The county had contracted with Grass Val Laboratories, but that firm has been
sold to Sierra Nevada Memorial
Hospital Corp., so the. contract
was assigned to the new owner.
— Agreements were approved
to pay Nevada City $384 for use
of the downstairs part ofthe city
library for the county demonstration headquarters and $100
for a room in Truckee Methodist
Church, temporary home of the
branch library there.
— Chairman Dean Lawrence,
saying she wanted advice on the
value of 1915 acts bonds independent from attorney Edwin
Ness, asked Auditor John Trauner to prepare a report on this
subject.
"This firm is being employed time after time to carry
assessment districts through.
I would like to know the effect
to the county on 1915-act bonds,"
she said,
County Counsel Leo Todd, who
said he originally recommended the bond counsel, defended
Ness. as having "a reputation
and legal ethics of the highest
caliber." He said some counties have had "sad situations"
with other bond attorneys.
Mrs. Lawrence said she is
not doubting Ness' integrity but
wants an independent viewpoint
because "I have a picky, picky
mind and am worried."
— Todd was instructed to revise the contract with Sierra
Memorial. Hospital for emergency indigent cases to make
certain there is a clause requiring that the county medical director has final authority
to have such people moved to
Nevada General after 72 hours.
She said indigents have been
kept at Sierra for periods up
to 10 days,
— The counsel reported, that
uncollected Nevada General accounts have been divided into
those which his office will handle
and small claims-actions which
the hospital administrator will
handle.

— Donald Qualls resigned as '
district four representative to
the Nevada Cemetery District
board because of the press of
other business. The board accepted his resignation with regret and vofed to send Qualls
a certificate of appreciation.
Supervisor Larry Filer said
Qualls had done a "wonderful
job."
