Weird tax loses
county revenue
When a county taxes people, it in sineded te iuiks baad
in the process, but Nevada’ county supervisors learned this
week that they have a tax which is costing them dollars,
The problem is that the tax doesn't bring in much money
but involves lots of costly paperwork,
The supervisors consequently instructed department heads
_ who have to handle this paperwork to make a "time and motions”
study of costs and determine the exact revenue so a comparison can be made,
The issue involves a head tax on some forms of livestock,
Assessor Elton Toblassen and Auditor John Trauner explained,
Until this year, livestock were included on the secured
property roll, so no special tax bill or additional assessment
sheets were required, However, to accommodate counties which
have thousands of cows and sheep and such, the legislature
adopted a bill putting such livestock on the personal property
roll and taxing them in effect ona daily basis, .
The tax per head comes to one fourth or one half cent
per day, depending on the type of animal involved, This requires that forms be sent to owners of such animals which they
must {ill out and send back, A tax bill results, but the amount
owed is small unless the person has a whole lot of livestock,
which not too many Nevada countyans have,
Trauner reported one bill for $9 in taxes cost $102 to
process through the auditor's, assessor's and tax collectors
offices, However, this was an extreme case,
He added though that the county has had to establish "a
whole new machinery" to handle these small amounts, The auditor noted that he owns "a few cattle’ on which the total tax
came to $13,60, "It hardly pays to run the computer to process," he concluded,
Tobiassen added that beyond the paperwork, his staff must
check in the field for cattle of people who don't file a report
but are suspected of owning some. "We have to go to the field
and see if they have an animal for this fabulous fee of one fourth
or one half cent a day," the assessor said,
They asked the supervisors to sponsor legislation which
would give counties the option of collecting this tax or forgetting it if they think collection is too expensive for the income
derived, Before acting, board members want to get a full
accounting of the income and expenses involved,
Toblassen also explained that the tax is levied in this
fashion "on cattle and sheep but not bulls or rams,"
That caused Supervisor Robert Long to remark:

Hunter’s sanity
to be decided
in March trial
A court trial to determine
the sanity of Charles Stanley
Hunter, 61, convicted of assault with a deadly weapon and
battery upon a police officer,
has been set for March 8,
Hunter was convicted by a
jury in December of the two
. felony charges but the jury failed to agree on Hunter's sanity,
He had entered pleas of innocent and innocent by reason
of insanity to the charges,
Hunter's attorney, Max Bach,
waived a jury trial, the district
attorney concurred andthe court
accepted the waiver, The case
will be heard without a jury,
Hunter was arrested in May,
1969, after he summoned
sheriff's men to his Peardale
home and opened fire on the’
deputies, Deputy Sheriff Stanley Creamer was slightly wounded and Hunter seriously wounded during the shooting,
Judge Arthur Anderson will
preside over the court trial as
he did over the two previous
trials for Hunter, Dist, Atty,
Harold A, Berliner was the prosecutor in court Friday for the
trial date setting,

The Nevada County Community Workshop has received a
check for $3,800, proceeds from
the 1970 Golden Gala Ball,
The annual black tie dinnerdance was held Nov, 21, the sixth
such affair to benefit the
workshop, Mrs, Lynn Bramkamp
Jr, was chairman, .
To date the Golden Galas have
contributed $17,800 to the work~shop, Mrs, Bramkamp said, She
added that she and her committee were "grateful for the enthusiasm and financial support

and through it, the workshop,"
The workshop provides training and job experience for 29
handicapped adults, The workshop's well known cone wreaths
and Christmas decorations are
