* apiabiand agin OOVOVOLIVOOLLELIOLTSLASLILLLIDOMDIS I TRS SSS 8 The Nevada County Nugget, Wednesday, Jonvory 27, 1971 ~~ BS SES Weird tax loses county revenue When a county taxes people, it in sineded te iuiks baad in the process, but Nevada’ county supervisors learned this week that they have a tax which is costing them dollars, The problem is that the tax doesn't bring in much money but involves lots of costly paperwork, The supervisors consequently instructed department heads _ who have to handle this paperwork to make a "time and motions” study of costs and determine the exact revenue so a comparison can be made, The issue involves a head tax on some forms of livestock, Assessor Elton Toblassen and Auditor John Trauner explained, Until this year, livestock were included on the secured property roll, so no special tax bill or additional assessment sheets were required, However, to accommodate counties which have thousands of cows and sheep and such, the legislature adopted a bill putting such livestock on the personal property roll and taxing them in effect ona daily basis, . The tax per head comes to one fourth or one half cent per day, depending on the type of animal involved, This requires that forms be sent to owners of such animals which they must {ill out and send back, A tax bill results, but the amount owed is small unless the person has a whole lot of livestock, which not too many Nevada countyans have, Trauner reported one bill for $9 in taxes cost $102 to process through the auditor's, assessor's and tax collectors offices, However, this was an extreme case, He added though that the county has had to establish "a whole new machinery" to handle these small amounts, The auditor noted that he owns "a few cattle’ on which the total tax came to $13,60, "It hardly pays to run the computer to process," he concluded, Tobiassen added that beyond the paperwork, his staff must check in the field for cattle of people who don't file a report but are suspected of owning some. "We have to go to the field and see if they have an animal for this fabulous fee of one fourth or one half cent a day," the assessor said, They asked the supervisors to sponsor legislation which would give counties the option of collecting this tax or forgetting it if they think collection is too expensive for the income derived, Before acting, board members want to get a full accounting of the income and expenses involved, Toblassen also explained that the tax is levied in this fashion "on cattle and sheep but not bulls or rams," That caused Supervisor Robert Long to remark: "Women's lib could really get in on this,” Board, employes will study county staffing appointment, Representatives of the board i The action came after the of supervisors and the county SESE employes' and. department heads’ associations will make a study to determine if any departments are overstaffed, This study is related to an agreement made between county employes and the board when employes were given a 5% raise last August, The employes ‘agreed to abide by recommendations made by a qualified committee or a county administrator, The survey will include consideration of consolidation and additions or eliminations in staffing, Supervisors this week named Dean Lawrence and Larry Filer '.. 0 represent them on the committee despite Chairman Lawrence'’s reluctance to accept the 1 A A EE TTC INVEST in YOURSELF USE THE C oon baad employes’ association reminded the board that March 3 is the due date for the committee report, "Is Mr, Ferrell (David Ferrell of the probation department and president of the employes’ association) the one driving that red Volkswagen with a Placer county license plate?” Mrs, Lawrence asked, "Probably he is--there is no Volkswagen agency in Nevada county," answered Chief Probation Officer William, Willie Curran suggested that the firm which is auditing county books conduct the survey, owever, the suggestion was quickly dropped when Auditor John Trauner said the county doesn't have any money and already has a deficit, Mrs, Lawrence cast the only no vote when Ralph Buchanan nominated her to represent the board on the committee, Shé thought it "inadvisable" that she accept and said charges of failure to negotiate in good 10 faith would be levelled and they might even be right,” "Wait until the charges are made, You might be wrong," advised Buchanan, ROBERT GREK accepts a check for $3,800 from Mrs, Robert Gibson, treasurer of the Golden Gala Ball, The money will be used for the Nevada County Community Wom of which Grek is the Strecker, Mrs, Lynn Bramkamp Jr., (center) was chairman of the 1970 ball, Hunter’s sanity to be decided in March trial A court trial to determine the sanity of Charles Stanley Hunter, 61, convicted of assault with a deadly weapon and battery upon a police officer, has been set for March 8, Hunter was convicted by a jury in December of the two . felony charges but the jury failed to agree on Hunter's sanity, He had entered pleas of innocent and innocent by reason
