With the fury of one, the hooked "battler" puts up a fierce struggle, goes in for wild acrobatics to free itself, Just one more reckless. dive, or spectacular leap, or long slashing run by the powerful fish and the angler fears for his gear, seeming about to bust. But defeat this desperate, silvery fighter he does, and gets for his efforts what experts consider to be one of the most prized trophies, the most difficult fish just to hook, let alone land, For, time and again, points out the National Automobile ‘Club, the elusive "'steelie’ reveals its wariness of any kind . of bait, approaches it as cautiously as a mouse does cheese. Not even feeling the light bite, countless angling novices lose out, Not taking seriously the suggestion of a a nibble, others let the prize go. Not strikingthe rod quickly enough, still others could kick themselves, Chalk it all up as luck? Luck does enter the picture, as in any type of fishing, but understanding has a great deal to do ' with success or failure. Understand the steelhead and its habits, Being anadromous, and ocean-going rainbow trout, this desirable catch rarely bites until it returns to its native stream to spawn. So consider the annual winter steelhead migration, the majority heading up California's north coast streams to their birthplace after one or two seasons in salt water, after the heavy November and December rains. Weighing up to 30 pounds, the steelhead, unlike the salmon, don't necessarilv “*> after the rigors of spawning, with the young usually remaining in freshwater for one or two seasons before migrating to the ocean, Luck or no, many beginners are losers. For they stick to small streams, while the steelhead stick to the main current, the larger rivers. Sometimes the wary fish wander surprisingly far upstream. Fish where the fish are, advises NAC, and be a winner. Bet on those spots north of the Golden Gate. And choose the head of a poo! just below a riffle for your showdown with old "steelie." Although fishing where the fish are, some novices keep coming up empty-handed. And they have improper gear to blame. You can't help but notice the despair on the faces of those who try taking the "battler". with rod, line, or reel designed for salmon or other trolling. Forget that heavy gear unless you're a plunker, But, to drift fish, that's the most ‘productive means of landing steelhead. For this, a long, willowy rod is a must. ‘And you need a good reel, the best you can afford. Even with the right gear, certain poor. souls get "skunked." The reason, according to NAC, lies in their technique. To drift fish, the general procedure calls for casting your lure slightly upstream, Allow it todrift slowly downstream close to the bottom, Reel in only enough line to avoid slack. Before trying for the elusive, “steelie," find out such regulations as the hours and bag limits in your selected area, Hook the fierce steelhead and he'll battle you with the desperate fury of a trapped tiger. Sierra’s Planetarium opening to the public ‘rhe sierra College vianetarium, one of the most unique instructional facilities on campus, is soon going to have its doors opened for public showings, The Planetarium has attracted nationwide interest through the use of the teaching machines which are an integral part of students, Visual materials related tc the college by students and are designed to be projected on rear projection screens in the planetarium, While much of the material developed is for instructional purposes, it has also been utilized in presentations for elementary school students in the Sacramento Valley area. Public programs at the SC Planetarium will be offered beginning .in February. Reservations will be available by calling the Community Services Office. of the college in advance. High-Speed Computers Plan Future Cities . The City of the Future will” have all forms of. ayn gen pe purchases will oe: sent to the home via high-speed shipping tubes into special receiver cupboards, and green parks will be within walking dis tance of every urban dwelling. These are somre of the changes envisioned in 21st Century cities by Dr. Constantinos A. Doxiadis of Athens, one of the world’s foremost city planners and regional developers. Currently, using the advantages of high-speed Sperry Rand UNIVAC Computers, Dr. Doxiadis and his international Company of Doxiadis Associates are engaged in redevelopment of some of the most congested cities and regional areas of the world and in planning the orderly development of new centers. of population. : Dr. Doxiadis’ specialty is EKISTICS—the science of human settlements—derived trom an old Greek word to describe the. problems of the interrelationship of man with his environment. Ekistics encompasses the analysis and evaluation of human setlements and the influence upon them of economic, social, political, adtechnical, and ministrative, artistic and cultural factors. One of the largest projects underway today by the Doxiadis group is a regional study
starting from the urban Detroit Area and extending to embrace the Great Lakes Megalopolis, the urban corridor running fom Milwaukee through Chicago; Detroit, Toledo, and Cleveland to Pittsburgh. By the year 2000, Dr. Doxiadis believes this area will be a greater population cluster than the Eastern Megalopolis running from Bos. ton to Washington. To cope with the enormous mass of-figures and other data involved in such planning, the Greek concern has found the electronic computer to be an 1-9-9299 .9,9.0, Replanning of cities and the orderly development of new centers of population are one of the newest and most dramatic applications for computers today. indispensable ally in the solution of complex problems. Programs developed at the Doxiadis Associates Computer Center in Athens are transmitted for processing to a large scale UNIVAC 1107 Computer at the University of Stuttgart, West Germany. In a typical city planning project, the computer receives a mass of data concerning the population of the area with considerable detail on its various characteristics. To this is added information on the physical environment and the sys.tems network — transportation facilities, highways, railroads, etc. and essential utility services such as electric power, gas and water supply. From his information—which represents an inventory of the existing situation—the computer performs initially a “mapping. service,” providing graphs for the visual interpretation of the data. The data is further subjected to statistical analysis and the underlying characteristics of the existing situation are determined. In planning for the future, use is made of mathematical models providing the future characteristics of the population, — predicting its movements, composition and accompanying economic phenomena. Modeling enables a multiplicity of assumptions to be ‘+ tried out and the respective solutions to be placed under the scrutiny of a broad range of experts. Planners are thus pioneering a way of penetrating systematically into the darkness of the future through interdisciplinary thinking. EI I Ie ee Ne ae he Vets fail to sign letters More than 150 million pieces of mail flow through the Veterans Administration each year and so far too many cannot be properly identified, the San Francisco Veterans Administration Regional Office Manager said today. “Too many veterans and their beneficiaries only sign their names to correspondence," Gordon Elliott said, "andnamesare not enough," Almost all of the 30 million names in VA's master index file are duplicated. For instance there are 305,000 Smiths on file and 9,000 of these are John Smith, The Johnsons number 204,000, and contrary to popular belief, the Williamses with 151,000 outnumber both the Browns, 145,000 and the Drum Division official moved Donald C, Albright, electric superintendent of Pacific Gas and Electric Company's Drum Division for the past three years, will assume the same position in the company's Stockton Division effective Feb, 1. Each veteran who applied for VA benefits is assigned a file number, This file number andthe number assigned to a veteran's insurance policy are never duplicated, When these numbers are used in correspondence, Elliott said, prompt and efficient. service is almost certain, When neither of the numbers is included in a letter, the VA often must respond with a form letter requesting further identifying information from the correspondent, The form letter requests the . veteran's full name, date of birth, social security number, branch of service, dates of service, military service number and, if possible, the file number or insurance number. Elliott advised those who might write to VA: "If you don't know your claim number or inThirty attend dance class Dave Conley's OES square dance class met last Tuesday evening with 30 dancers They all indicated that dancers. who have been away from dancing and need a refreshsurance policy number, include as much Sag bag information as possible, Then VA will be able to give the prompt service you like and we like to give," Elliott added that veterans should write to their local VA office; not to the VA Central Office in Washington, D, C.
