Modern science has helped us develop methods of treating, educating and training a great many of these people, and in _Tecent years the Federal government has’ contributed substantially to this campaign. In 1963 two laws were enacted, the Mental Retardation Facilities and Community Mental Health Centers Construction Act, which provides federal aid for planning, building and equipping centers, as well asresearch, demonstration and teacher-training projects, and the Maternal and Child Health and Mental Retardation Amendments Act. which. helps states develop action plans.
