this county because of information carried in The Union and
The Nugget concerning the county's large scale narcotics raid
and arrests, and subsequent

G.I. Bill limit ‘of one month
of educational assistance for
each month of military service,
Another provision of the newlaw grants veterans with at least
18 months of continuous service
after January 1955, a maximum
of 36 months of educational assistance, if the service fulfilled
their military obligations,
Unchanged by this new law is
the amount of educational assistance allowance which a veteran may receive, Currently,
a single veteran taking full-time
schooling is paid $130 a month
by the VA, The amount of additional allowance he may receive depends on the number of
his dependents.
Post Korean veterans have
eight years from the date of
their separation from service to
complete training under the third
generation G.I, Bill,
1s widely distributed and read
throughout the county and that
prospective jurors would have
read and become so familiar
with cases it would be impossible to find an impartial jury.
He said his motion was based
on copies of The Union dated
from Oct, 28 (the day after the
raid) until Dec. 30, and several
copies of The Nugget. He submitted copies of both newspapers
to Judge Stoll.
The attorney believed that The
Union had carried stories related to narcotics practically every day since the initial arrests,
"It seems like there have been
proceedings every day," Judge
Stoll observed.
Dep. Dist. Atty. Ronald MacMillen argued that the newspaers appeared to be reporting "routine courtroom procedure" involving more than 51
people — juveniles and adults,
He said there was nothing prejudicial in the reporting, and only
the "barest detail of what went
on in court,"’ He pointed out that
in other cases there had been
no difficulty in obtaining 4 jury.

French Corral Water District,
which was involved in an issue
over abolishment a couple of
years ago, may be infor another
dispute,
County Counsel Leo Todd said
the district also has acted "'contrary .to my interpretation of
law," : %

directors did was fail to detach
property owned by Mr, and Mrs,
P, Wetzell from the district
after LAFCO recommended that
the property be detached.
Todd mentioned during Tuesday's discussion that this issue
had been the topic of a previous
executive (closed) session by the
supervisors, The state Brown
Act covering executive sessions
limits them mainly to matters of

need discussion between. the
local board and their attorney.

Probation granted
in narcotics case
Superior Court Judge Vernon
Stoll Friday granted probation
to one narcotics violator, continued a hearing for another,
and certified a Grass Valley
youth to Juvenile Court,
Richard Edward Patten, 18,
Alameda, must serve six months
in the county jail as terms of
five years probation granted
after a plea of guilty to the sale
of marijuana and LSD.
Patten was arrested during the
October narcotics raid, He has
been free on $3,750 bail, but the
judge denied him credit for 20
days served in jail before bail
Judge Stoll was "bothered"
that Patten sold LSD but did not
use it himself -claiming that
the youth was conscious of the
dangers of the drug, He noted
it had been pointed out that the
Alameda youth could make more
money. selling drugs here than
in Alameda county, He expressed
sympathy for the parents (who
were in court) and said it is the
Clampers to

"really realized" what he had
done to himself in becoming a
felon at the age of 18 1/2, He
warned him that probation violations would return him to
court,
Attorney Frank Francis in defending Patten noted that the ©
‘young man had no prior record,
had been in. the county only a
total of eight days before his
arrest, and that he "felt guilty,"
how desired to go back. to
college.
"It's a sad thing -the case
represents the intense sociological. changes taking place,”
Francis said.
Dist. Atty. Harold A, Berliner was impressed with the deSirability of rehabilitation but
believed punishment as an example also was important. Berliner said the maximum sentence
could be 15 years in prison
before Patten "could even talkto
a parole officer," However, he
did not advocate the maximum
sentence, :
Jack Fullerton, 18, Grass Valley, accused of possession of
marijuana, was certified to Juvenile Court in quick court procedure,
Defense Attorney Harold Wolters made the motion for the
certification, which Judge Stoll
ordered, Fullerton is at liberty
on bail pending further procedure, A trial date previously
had been set for Superior Court,
In action unrelated to narcotics Thomas Henry Brown, 44,
pleaded guilty to grand theft of
a sum of money from a Truckee
cafe, Judge Stoll-appointed Public Defender William tager to
represent Brown, and will hear
a probation report and make
rendition of judgement at 9 a.m.
