The delta is really one of standing water recreation areas in the whole country. It has miles andmilesand miles of water courses, most of them gentle and safe and inviting. There are many. points of access and many more could be provided. It is outstanding: Water planners now think ~ that they earlier should have recognized the potential for water recreation becausé the potential has been there in the delta all the time. It dawned on us like Kipling's “thunder out of China ‘cross the bay”, however, when the levee maintenance program of clearing the trees off the water side of the levees last year stirred up a hurricane of gusty protest from boaters, They thought it ruined the appearance of the levees, Those who built the levees, those who maintained them, those protected and served by them had never had much causeto concern themselves earlier with the looks of the levees from the water side, They had always seen them from the land side and observed only their utility. The two horns of the dilemma then were revealed, one that most planning and construction of levees in the delta for 100 years had been oblivious of water recreation, andthe other that outdoor recreationists, numerous and vociferous, were for the most part oblivious of what has been going on and why in the delta during the century before they bought their boats and got time enough off from their work to use boats extensively. Compatible ways of pro= tecting and using the delta lands and waters for all purposes can be found and workedout. TheLegislature has just set up a study that probably will point out some of the ways in which this can be ‘done, But the solution will likely take time, money, and patience, No matter how noisy the controversy gets, the time will be provided, all right, because in the end all users will need to be satisfied. Such a fight cannot "be won" by either side, for both have rights that cannot be sacrificed l.tead, a solution, not a victory, should be sought. The money, the next requirement, probably can be made available only if plans are worked out that are acceptable and feasible. Where the patience, the third requirement, is coming from isnot clear at this moment, So we see a new use, recreational use, entering the arena of water planning. It has already been recognized in California law, Already ways of defining its rights, needs, and limits are being incorporated in regulations and plans, Problems of financing the separable costs of recreation in multiple-purpose water projects are only partly resolved, but much work is being done on them.
