The author is well qualified to speak of recreational and other water problems, being the director of the California Department of Water Resources, William E. Warne. We are encouraged to note Warne's conClusion: "So we see anew use, recreational use, entering the arena of water planning. It has already beenrecognized in California law. Already ways of defining its rights, needs, and limits are being incorporated in regulations and plans." The water resources director indicates a knowledge of the recreational problems that are now facing California. He has indicated that ways and means are in the offing for solving such problems. Warne mentions a need for patience to allow time for integration of recreational needs into the state water program. While we all must agree that patience is now arequirement, we should also note that the problem has existed for some years and the state is only now recognizing the need, : Patient we shallbe. But patience will be tempered with a requirement of state officials that they proceed now with haste. We in Nevada County are seeing new dams in the immediate offing, and we do not see action to bring recreational use to them upon completion.
