Dist. Ill, Highway Div. Gets Notice. A certificate of achievement for the best accident prevention record of any district in the State of California for the year 1958 was presented to District Engineer Alan S. Hart July 7% at a District II safety committee meeting ‘in Sacrametno.” The meeting was held at the Materials and Research Building, 5900 Folsom Boulevard, Sacramento. Principal Highway Engineer Scott H. Lathrop represented State Highway Engineer G. T. McCoy in making the presentation: This is the first award of this type received by District III, and is the culmination of several years of safety activity throughout the district. Safety cannot be legislated or ordered and can only be achieved through constant vigil and development of a “safety attitude” by every individual in the organization from top management down. ™ District TTI is composed of 11 counties (Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Sacramento, Sierra, Sutter, Yolo, and Yuba), containing 12,688 square miles and 1,374 miles of State highways. The district is faced with every type of road problem, except desert, found in the state. It contains metropelitan areas and small villages, rugged mountains and marshy lowlands, regions of extreme cold and regions of subtropical climate,.large rivers and dry washes that can become raging torrents in a matter of hours. Snow removal is a major problem in winter with three routes over the Sierras to keep open.
