4 LOWER WOLF CREEK off Wolf Road in southwest Nevada County is joining the rest of the rivers in the state in cresting. The usually small creek is overflowing in many areas. Rain totals Friday brought the season total in Nevada City to over 34 inches. Water District use permits get plan commission go ahead County planning commissioners Thursday approved two use permits for Nevada Irrigation District facilities. The NID got the okay for a treatment plant and appe purtenant facilities in an unclassified district on the north side of State Highway 20, east of Sugar Loaf Mountain, at a public hearing where no adverse testimony was heard. © William Charpier, assistant engineer, explained the project to the commission. He said it is a part of the state mandate to update quality of. domestic water served. He described the BUSINESS BILLBOARD building as an attractive single story concrete masonry structure. Stanley Mansfield, planning director, reported that the Advisory Review Committee had issued a ‘negative’ environmental impact statement on the project. He said it cannot be seen from highway 20 and will not have a ‘“‘visual impact.‘ Commissioners junanimously approved the project with the seven recommended conditions of the planning department. They qualified the condition with “nothing too elaborate just very modest.’’ In answer to questions from commissioners Charpier said the NID does not anticipate a noise problem and carefully explained why. As a further guarantee he promised that a sound check will be made on a very quite night; and if noise is determined the problem will be corrected. Several people had questions and criticism during the public hearing on the proposal. One . questioned possible interference with radio and_ television reception. ~ Charpier said the Pacific Gas and Electric has reviewed the project in detail and he would defer to an answer from them. However,-he did not anticipate trouble in this area. There were complaints of uncleared debris and questions landscaping. Charpier said there had been f some waste material during the installation but it will be cleaned

Another man questioned the safety of the fence and said small children someway made their way through or over it. he believed the fince should he made child proof. Mansfield said that the NID is on record that they will clean up any debris. He advised commissioners they could.put in a landscaping clause. Because it. is an existing facility Charpier said he did not think the use warranted the requirement, but if that was the commission’s desire the NID would have to go along with it. Assistant County Counsel Brian Bishop said the proposed project is not the same as the Alta Hill Treatment Plant. And that a lank scaping condition could be imposed, but should be “tempered” as Mansfield had suggested. He noted the NID already has a fence and reservior and that conditions imposed must be ‘reasonably related.” family will also take the train. Anyway, they are taking the journey of a lifetime. I will be glued to the set the whole time. Today, (Sunday) my daughter Margy Stuart and I attended the wedding reception of one of my dear foster daughters, Cheryl Mitchell. She was married Saturday in Reno to Dave Hammond of Citrus Heights. The reception was held: in the home of her new in-laws, Mr. and Mrs. Ralph Hammond, in~ Citrus Heights. Cheryl attended local schools and Sierra College. She lived in my home for several years, and was one of my favorites. I wish her all the best. She deserves it. The Ridge Riders, North San Juan’s horsemen’s club, is in the winter doldrums as far as riding is concerned. However, they are busy making preparations for — their annual endurance race, to be held sometime in May. This race draws.entries from all over Northern California, and getting ready for it takes much time and effort. Last year at least 50 riders participated, and more are expected this year.
