Review, but it is still difficult to judge the longer run vigor of the upswing. The recovery to date reflects primarily a better balance between inventories, sales, and production, It isnot yet assured, however, that the vigor resulting from the recovery in inventory investment will be translated into long-term investment because of the present high levels of excess capacity in manufacturing, low levels of corporate profits, absence of strong population pressures in the housing market, and a relative shift away from hard goods buying in consumers. The recent trendin Twelfth District business activity has been generally similar tothatin the nation. The rate of unemployment on the Pacific Coast rose somewhatin May. The San Francisco-Oakland labor market area was reclassified from an area of substantial to one of moderate labor surplus in May, but 10 of the 15 major labor market areas in the District remained in the substantial labor surplus category (6 to 9 percent unemployed). According to the U.S, Department of Labor, employer hiring schedules reported to local employment offices in major District cities point to an approximately normal seasonal expansion in employment between mid-May and mid-July, Other measures of District business activity, such as steel production and new orders and prices for lumber and plywood, reflected primarily seasonal influencesin May. Thedemand for bank loans during May was limited by the comparatively slow rise in District business activity.
