Two suspended
county staffers
file grievance

The stack of correspondence
presented the supervisors Tuesday also contained letters from
David L. Forbes, custodian, and
Francis Thompson, maintenance
man I, asking that grievance
hearings be held,
The supervisors held an executive (closed) session Tuesday afternoon with Robert Costley, the hospital's new administrator. Afterward, Supervisor
Dean Lawrence reminded board
members that when Dr, Keenan
was appointed administrator after the resignation of Richard
Kuhworth, it was decreed that
all firings had to be cleared
through the supervisors.
She made a motion that this
restriction be stricken and that
the county counsel draft a resolution allowing the administrator to fire employes without
clearing through the board. This
motion was approved unanimously,
Mrs, Lawrence said the restriction was put on Dr. Keenan
as a help fo the medical director
during the time he held two
positions,
In his Jetter, Forbes contended that "I have been dismissed
without just cause."
Dr. Keenan's letter to the
board stated that he suspended
Forbes for 10 days as of July
11. This letter charged Forbes
with "insubordination and neglect of duty."
The medical director sent a
Separate letter stating that he
suspended Thompson on July 8,
Thompson was accused of."absence without leave, insubordination and neglect of duty."
Dr. Keenan's letter mentioned
specific types of instances to
support both suspensions.
In his letter seeking a hearing,
Thompson answered Dr. Keenan's accusations point by point,
stating that he was "never absent without leave," desires
clarification of the insubordination charge and, on the neglect
of duty charge, that he "assigned
men and women to areas of responsibility according to space
and individual capabilities."
The supervisors are not the
grievance committee for county
employes. That is an independent group composed of one
superviosr, one department
head, two members of the Nevada County Employes’ Association and the chairman of the
county personnel commission.
The grievance committee presumably will meet and hear
evidence from the employes and
hospital administration. Then,
the committee can deliberate and
compose a recommendation to
the supervisors, either that the
complaining employes have alegitimate complaint or that they
do not.

Over 60 attend library story hour —
OVER. 60 CHILDREN attended the first summer session-story hour at the Grass Valley library
Friday. Mary Lou Stirnaman is shown here with the children just after the folk singing and film
was shown. The hour each Friday afternoon will continue through the summer months and rotate
between the Grass Valley and Nevada City libraries. The next show, Friday from 1 until 2 p.m.
at the Nevada City library, will include a film on an Hawaiian legend, a talk on books and a
display of Alaskan artifacts, Each week one or more young people assist in the program and
next week Terri Leonard and Denise Oats will help Vene Ingram. Miss Leonard was Mrs.
Stirnaman's assistant last week and Marlene Brooks played and sang American folk songs for
the children.
