He. says head ground, Prof. Melville has many or itthat has Been received ‘and is pub-} lished in another column. It proposes 000.to $5,000. That official -has to pay out oP hia: allowance an Under Sheriff and Deputy Sheriff, their share aggregating say $3,000-—He must also -pay his own expenses in traveling about the county on official business, and is entitled to no fees whatever. “Under the proposed law he would get sonie~ .ment has completed negotiations for a modification of the existing treaties with China. thing less than $1,000 a year for his services. The bill contemplates reducing the Treasurer’s salary $500 a year, leaving him $2,750. By the time he would pay from this his deputies that it is nevessary for him to employ, he would have but a miserable pittance left as a reward for his own time and services. The clause relating to the Assessor, must either be misprinted or else have omitted from it a proviso that the county shall pay for deputies emed. At present the Assessor’s salary is $6,500-and he hires his own deputies. Ifthere-is to be any reduction in the Aistrict Attorney’s salary, it should not be to the extent mentioned in thé proposed bill. It is.now $3,000. It might be lowered to $2,500 (without fees) and still be fair, but to go below that figure would be allowing inadequate recompense for the amount and character of services. required. The change from a salary to fees for the Public Administrator would be an excellent one, and that point is generally ' conceded. BIGGS AT MARYSVILLE. The Marysville Democrat Says: “We think Major Biggs was considerably disappointed in the reception given him by some of our leading citi~} zens. He says his own opinion is something must be done.to save navi_gation to this valley, and that somiething is the scientific treatment of the Feather and Sacramento rivers. He thinks that if the mines were now stopped and not another yard of materjal put into the river, we could not well take care of the material already in the _ streams; and he is right.” If the " Major did not like it because the ‘“lead_ing_citizens’”’ of’ Marysville did .not vide a guard of honor to escort him around in a cdach and-four, he is developing a hitherto unsuspected trait in his character._ Sinan it is not at all —gueh-tréatment, Mecateabes is: a plaingoing, unostentatious man who devotes himeelf pretty faithfully to the practical side of life. He is strictly and intelligently correct in his views of the debris problem so far as ‘has been heard around here, and he shows 4 disposition to carry out his convictions to as greet an extent ‘as is in his power. , A INU NCS The Balloon Ascension. Professor Melville-went-up in-abal: Joon on Christmas day in grand style. He says he went up 6,000 feet but most people think not over half that height, _ but all were satisfied. The monstrous balloon was charged on the vacant. lot on the corner of Market and Fifth , and when ready the Professor ‘Jet her go’ she shot up with rapidity, he hanging ‘ori to the trapeze. As soon as he was upa short distance, he threw his feet across the bar and until almost out of sight hung suspended by his toes. He went up ‘almost in a perpendicular line—the air seemed so perfectly still. As hestarted down, the balloon moved off to the northeast a little and he came, down ‘like a shot, in the river just above the . Water Works. As the crowd saw that “he was headed this way a grand rush vas made for the river. Seeing that he ‘would fall in the river, he let the~gas out and came down fully at the .rate ‘Some said he came all the way head first, while oth@ra were equally positive that he changed his position on the bar and] first. Almost all the town people and many from the country were-on the Scars on his face and his body, received in ballooning, but’ he is still perfectly fearless. He says on one ovcasion, at Oakland, he took a monkey up with him to send down with a parachute. When he got.up to a height of2,000 feet he raised “the parachute fixed to start the monkey’ down wa but found that the monkey white with fear. He startEEE at this that for-an instant he he was hanging by his toes ‘came near falling. . The parachute; umbrella, of course let the monkey down in perfect safety. Haydon Dowdy, who has “been appointed postmaster at Hollister, served ‘for some sixteen years as Assessor for SanBenito county, being defeated for the same office in the last. election. It is now learned that “the value of the bullion’ stolen from the San Augustine mine in Sonora, Mexico, the other day amounts to about $25,000. ‘The two men arrested have , been released. : BN trap Ben Garfield, son of Hon. Selucius Garfield of Olympia, W. T., while out hunting accidentally slipped off a log whereby his gun was discharged, the shot entering at the chin and coming instantaneous. While an addition was being built onthe Wheeler & Zartman carriage shop at Tulare the top fell and badly bruised William Thompson and. F,-K. Wagner, broke J. W. Zartman’s leg and cut his scalp badly. All--were badly wounded, but-not fatally. Quite a sensation has been created by the discovery of what is said to be a rich gold and silver mine three miles south of San Jose. The discovery was made about two weeks ago on the ranch of Thomas Kell and the work of sinking a shaft was begun this week. Tillie Smith, the young lady who went from Woodland to San Francisco and—disappeared.-se-mysteriously on her wedding day, has been heard from. She is with friends in the latter place, having been on a ‘jamboree’ and visiting various tives. She is said to be a hard case. : Charles French, a blacksmith of Cloverdale, has been arrested for obtaining money under false pretenses. He borrowed $200 from County Treasurer Tupper, alleging untruly that_he had some school warrants that he would have cashed next day so fs to repay the loan. The French troops recently made an attack on a large rebel force intrenched at Thanhoa, but were twice repulsed. During the fight four French officers were wounded, and five European and eight Tonquin soldiers were killed and fifteen European and twenty-seven Tonquinese were wounded. if The reports in the Health Office show that diphtheria is steadily on the increase in San Francisco, and. it is feared that unless there isa heavy rainfall to clean out the sewers that it may assume the form of an epidemic. Eighteen cases were reported in that city last week, and it is believed that fully as many more cases were not reported: Quite a trade is being built up beween Hermpsillo, the capital of Sonora, and the East in oranges. Shipments are now being made by the carload over the Atchison, Topeka and Santa ¥e’s Sonora branch, which extends from Benson to Guaymas. The oranges are purchased in the neighborhood of Hermosillo in small quantities at 50 ‘cents per 100 pounds, and they are taken to Chicago and St. Louis at. low rates of freight. , : The principal. topic of discussion among the ministers in Philadelphia is the startling announcement made on Sunday morning at St. James’ Methodist Episcopal Chureh at Olney, by. the pastor, Rek, William M.
