school district pending publication, public hearing and final adoption as required by the

Sierra County between 6 and 10
miles west of Alleghany (Federal Aid Secondary Route 1345)
has been reconstructed and repaired, some of it on new alignment, andthe work totaling
$311,000 is now complete, according to V. H. Hider, county

District Three
Million Mile Safety Award
Won By Highways Office
The Third Highway District of
the California Division of Highways, headquartered in Marysville, has won its third "Million
Hour” safety award after logging
more than a million consecutive man-hours on all types of
highway construction and maintenance without a lost-time injury.
It is the only highway district
out of 11 in the state to win a
"Million Hour Plaque” more
than once,
Announcement of the new record was made recently at a
safety meeting in Sacramento
by Safety Engineer Delwyn Ro-berts who said, “Any time we
pass a million man-hour mark
without lost -time accident -it’s a milestone, "
The award was hailed by District Engineer W. L. Warren as
a “significant contribution” to
the state's safety program.
Nationally, state highway departments average 13 lost-time
accidents for each million manhours of work.
District 3 has twice before achieved a million consecutive
accident free hours, once in
1962 and again in 1963.
State Fair Is Looking
For Senior Citizens
With Talent
A search for California's outstanding senior citizen talent
will get underway Sept. 6 at the
California State Fall Fair, running Aug. 31-Sept. 11.
According to Harrald R. Harper, State Fair director of special events, the date has been
designated “Califomia Senior
Citizens Day” and will feature
the grand finals of the Califomia
talent search.
Non -professional entertainers
50 or more years of age will
tryout in preliminaries to the
State Fair finals through the
tummer, Harper said, under arfangements made at local senior citizens centers in each of
the state's counties.
Harper stated, "The program
is sponsored by the most prominent seniorcitizen newspaper in
the West--the California Senior
Citizen News--and will culminate on stage at the California
State Fall Fair in the appearance
of winning talents representing
each county in the state. ”
He affirmed that the State
Fair's annual California Senior
Citizens Day “draws visitors from
throughout the state, Recognizing the special day's popularity, Stgte Fair officials have
reduced Sept. 6 grounds admission fees to half price for senior
citizens,

headquarters had $50 million of
highway work underway.
District 3 has one of the lowest
lost-time accident records in the
state and six times has been
awarded a statewide first place
for safety achievement.
The District has a full time
accident prevention program
among its 1400 employees.
Safety techniques are taught on
the job andin the classroom and
there is constant enforcement of
safety procedures in the field.
A safety committee meets
monthly to examine mishaps
whether or not injury has occurred and makes recommendation for preventing recurrence.

Sign With Soil
Conservation
Two new cooperators signed
with the Nevada County Soil
Conservation District last month
according to the June activity
report of the Grass Valley Work
Unit of the Soil Conservation
Service,
G. W. Anderson signed 11
acres on Lower Colfax Road for
pasture development and Hugh
Harris signed 325 acres in the
North San Juan area for subdivision development,
One new conservation plan was
completed during the month for
34 acres owned by A. S. Kales
on Jones Bar Road for pasture
improvement and timber development.
One plan was cancelled during
the month bringing the status of
the district as of July 1 to 507
cooperators and 379 conservation
plans.
Teale Will Author
Ballot Argument For
Constitutional Change
Senator Stephen P, Teale
(Dem., Calaveras County) has
been named to co-author the
ballot argument in favor of the
proposed constitutional amendment that willreduce from twothirds to 6percent the votes
necessary to pass school and library bonds,
Senator Teale's appointment,
was made by Lieutenant Governor Glenn M. Anderson, presiding officer of the upper house.
The proposed amendment, introduced by Assemblyman
Charles Garrigus of Fresno
County, will appear on the November 8 ballot.
