para ak oak a Wednesday, July 30, 1969 Board defers action on duties of top staffers at Nevada General The board of supervisors has delayed action concerning the division of duties of the-medical . director and administrator of Nevada General Hospital. _ Supervisor Dean Lawrence, a member of the hospital committee, Tuesday referred to a chart which she said had been presented two weeks ago and ‘was made by Richard Kuhwarth, former administrator. The chart obviously resulted from study of a standard reference on hospital accreditation, and defined duties of the two top hospital officials, according to Mrs. Lawrence. Mrs, Lawrence said that she and Supervisor Ralph Buchanan, the other member of the hospital committee, sought the board's preliminary approval of the chart, with an explanatory statement she later outlined. She said a “final polishing off sesSion" to be attended by the committee; Dr. Peter Keenan, med‘feal director," and Robert Costley, administrator, is planned. ~The explanatory statements are as follows: —The-one purpose of the organizational structure of Nevada General Hospital is to provide good care for patients. -The governing body of the hospital is the board of supervisors, —The board places the responsibility for the medical care of patients clearly upon the medical staff, with the medical director as chief medical officer, -The responsibility of the non-medical facets of patient care rest clearly upon the administrative staff, with the administrator being chief admin_istrative officer, ~Some functions of hospital activity occupy a gray area in which neither the medical director nor the administrator has sole responsibility. Because of the nature of the function, they -share responsibility. Shared responsibility is in the dieterary area, where the food is -pre~—seribed by the medical directer, but procured by the administrator, who also is charged with supervising the kitchen staff. Shared responsibility also pertains to maintenance and cleanliness of the grounds, and temperature of the building, and other duties. -No organizational chart can replace the actuality of an intelligent, dedicated, professionaltype medical director and an administrator with those same qualifications, -—No organizational chart showing a division of authority can—replace the dedicated-and cordial cooperation between these two officers. —No organizational chart can provide for good patient care ROSELYN WEST, LVN, stands in the foyer of the newly. remodeled offices for the Sierra Medical Group. Both compressors will have turbines rated at about 12,500 horsepower. However, the motion was withdrawn, and it was agreed that the hospital committee and Dr. Keenan and Costley coordinate the explanatory statements more closely with the proposed chart, and bring the chart back for board action. Kuhwarth resigned as admintstrator—after—indications there was conflict between himself and Dr. Keenan over authority and responsibility at Nevada General.
