Published Daily (Mondays extnintiod) + . ——-BROWN & CALKINS-—— . OFFICE: No. 32 Commercial street, Nevada City, Cal. AN UNPOPULAR PROPOSITION. The bill introduced by Assemblyman Sims to regulate official salaries . in this county (the only one of the . + eighth class) is full of unreasonable and unfair features. The ‘salaries now paid are as follows : Sheriff RES? _ Treasurer and Collector. . ces 82004 Assessor .:.. 4 6,500 . Clerk and Aualiice. .8 600 . _ District Attorney: . ; Superintendent Schools Public Administrator. It is propese? 600 . ia reform the schedule as follows: . trees for $15,000. mi ae $5, ced A-man named -Shelnutt, suspected asurer 2 and Collector. ‘ 2,70 e . of robbery, was almost killed by a Clerk and Auditor . . 3,600 District. Attorney 2,000 Recorder ..... Sinn OOOO Superintendent She oois eta ss 2,000) Public Administrator.. . : Fees . . ¢ It is difficult’ to conceive © what . prompted the introduction of the meas. ure. The people of the county, with very few exceptions, are satisfied wiih the salaries as they now stand—in fact: a candidate for thes Assembly who made a fight on that issue in the elec“tion preceding the one in which Mr. . Sims was successful was badly “‘snowed in” at the polls—with the excep. tion of that of Administrator,”which as stated yesterday the people~ believe should be changed to fees. It is not at all probable the bill will become:a law, although the endorsement of its author added to that of Senator Walrath and Assembyman Sykes would unquestionably seeure its passage. It will, if these gentlemen have the political sagacity with which they are credited, be withdrawn or else by their suggestion strangled in committee. So far butone Nevada City man among all the numerous Republicans and Democrats interviewed, is in favor of it. He takes the position he does on the ground that ‘all the county officers are ~Paid twice as much as they ought to be.’’ The inconsistencies of the proposed bill are too patent to require that they be pointed out in detail: For instance, ‘the Sheriff cannot hiretwo such deputies as he needs for less than $3,000, thus leaving him $2,000 out of which to get-his own salary and pay all the expenses of the work of serving papers, traveling, hunting up evidence in criminal cases, etc., within the coun-' ty,he being entitled to no fees whatever for his own use. Out of the $2,750 the Treasurer would have to pay one regular deputy and also hire other work done, and receiving no fees would at the end ofjthe year find himself comparatively unpaid for his own time and services. The reduction of the District Attorney’s pay to $2,000 a year would be another rank injustice, and preclude the possibility of hereafter getting lawyers of standing and ability to accept the place." To cut down the Assessor’s salary now would militate . * greatly against the interests of the taxpayers. Arrangements have been made by the present incumbent for changes in the, workings so that the best regulated of the kind in the State. The plan determined upon includes a system of assessing and recording that will be practieally perfect, and to make it will réquire the Assessor’s portion of the salary and all his time for at least a year to come. The system oncé™perfected, “tlie office can be coriducted at a material reduction on the present cost. But a cut now would only serve to prevent all improvements on the old methods. Mr. Sims should take the course he outlined for himself when making his canvass before the people of this district. He said then that he proposed to make the impounding of mining debris his main fight. Mr. Walrath has started the ball to rolling in--good shape, and Mi. Sinis can “Ginploy his time no better than by bending every energy he possesses to help do the rolling. The success of thatbill is paramount to everything else, and no side issues should be permitted to spring upto interfere with its progress.
