Two Water Plans Approved
Nevada City.Council took four
steps forward Monday night towarda better city water system.
The steps included include
authorization to budget this year
two water system improvement
projects, installation now of tubing through the freeway bank for
later pipe, increasing the size of
pipe scheduled for relocation due
to the freeway and a decision to
apply for federal funds to help in
planning an overall water system
improvement project.
This action took place at a
special water meeting called to
hear citizen complaints on the
County-Wide
General Plan
Funds Allotted
Congressman Harold T. (Bizz)
Johnson announced yesterday that
the federal Housing and Home
Finance Agency had approved a
grant of $25,186, which will be
used for a general plan program
for Nevada County.
The plan will be undertaken
cooperatively by the county,
Grass Valley, and Nevada City,
withthe local governments conqibuting a third of the totalcost,
or an additional $12,593. It will
take about two years to complete.
The grant willbe administered
through the State Office of Planning. The San Francisco consultant firm of Williams and Mocine
will devise the plan, which will
be a guide to general development in the county, under the
guidance of the local authorities.

About 12 residents attended
_the session which, for the most
part was an.:amiable discussion’
of low pressure, muddy water and
a growing impatience with the
lack of action on the part of the
city to correct these ills.
The council members were
armed with copies of a 1961 engineering survey of the water
system for and plan for the renovation of the water system in the
city. This plan would cost about
$360,000.
While council members felt the
value of the information and
plans contained in the report prepared by the Marysville firm of
Handforth and Dawson should not
be wasted, no one was able to
come up with an answer as to
where this kind of money could
be found.
It was pointed out that the city
was close to its bonded indebtness limit and one spectator noted that while revenue bonds would
bea good solution, he felt there
would be real difficulty in selling
them.
All those present seemed to feel
that a long term overall plan for
the rejuvination ofthecity's
water system was needed, but the
temper of the spectators was of
“lets do something now. "
Herb Hallett, in charge of public works, proposed a number of
projects which would eliminate
dead ends in the systémn, old and
worn pipe and increase pressure.
Twoofthe most immediate were
the Lost Hill and Reward Street
systems.

Airport Facility Is Expanded
Loma Rica Airport Funds
Authorized By Supervisors
Western Nevada County, after some P years of planning and
many delays and disappointments, is finally going to get a top
quality airport.
This prospect was opened last week when the Nevada County
Supervisors authorized the. $310. oe Federal Aviation Agency pro-.
ject for runway extension an
county airport.
Bids for the work will be received until 3 p.m. June 30.
The action of the supervisors
ends the negotiation and application stage and opens the way for
an improvement program which
should open the airport to more . ,
extensive use by larger planes.
The federal government will
contribute $167,000. This will
be matched by $25, 000 in county
fund plus credit of some $92,000
for existing airport facilities:
$11,700 for purchase of additional property; $3000 for survey and
title work and $10,000 for preliminary engineering.
The project calls for extension ‘
of the present 1,225 foot paved
runway to 3,900 feet; medium
intensity lighting the full length
of the runway, a rotating beacon,
windcone, obstruction lights and
relocation of the Nevada Irrigation District's Yuba and Empire
reservoirs.
Relocation of these reservoirs
which are in the path of the runway extension was one of the last
blocks to the project. This was
resolved when the county and the
NID came to an agreement for an
exchange of property and construction of one new reservoir to
replace the existing water facilities.
The government specifications
allow 365 days to complete the
job, but if all goes well, it should
becompleted much sooner. Bids
will be opened June 30 and the
contract must be awarded within
30 days after bid opening. Work
must start 10 days after awarding
of the contract.
